A. CALL TO ORDER - SPECIAL MEETING AT 5:00 P.M. - for the purpose of conducting an Executive Session
under authority of RCW 42.30.110(1)(1), to discuss potential litigation with legal counsel AND under authority of RCW
42.30.140(4)(b) for the purpose of planning, or adopting, the strategy or position to be taken by the City during the course of
collective bargaining — NO ACTION.

L. COUNCIL REPORTS - Councilmember Downie spoke regarding the tour with Mayor Kidd of the Waterfront
Esplanade Phase 1 and CSO construction projects. Mayor Kidd noted the same tour and the positive changes to the entrances
to the City; A WC Conference will be June 26 to 28 in Kennewick; and a NLC Conference this fall in Seattle. Councilmember
Di Guilio reported attending the Farmers' Market on April 8. No other reports given.

PUBLIC HEARINGS
Public hearings are set by the City Council in order to meet legal requirements. In addition, the City Council may set a public
hearing in order to receive public input prior to making decisions, which impact the citizens. Certain matters may be
controversial, and the City Council may choose to seek public opinion through the public hearing process
