AGENDA ACTION SUMMARY CITY COUNCIL MEETING 321 East 5th Street APRIL 16, 2013 SPECIAL MEETING - 5:00 p.m. REGULAR MEETING - 6:00 p.m. The Mayor may determine the order of business for a particular City Council meeting. The agenda should be arranged to best serve the needs and/or convenience of the Council and the public. Mayor to determine time of break. The items of business for regular Council meetings may include the following: A. CALL TO ORDER - SPECIAL MEETING AT 5:00 P.M. - for the purpose of conducting an Executive Session under authority of RCW 42.30.110(1)(1), to discuss potential litigation with legal counsel AND under authority of RCW 42.30.140(4)(b) for the purpose of planning, or adopting, the strategy or position to be taken by the City during the course of collective bargaining — NO ACTION. CALL TO ORDER - REGULAR MEETING AT 6:00 P.M. B. ROLL CALL — All Councilmembers in attendance. PLEDGE OF ALLEGIANCE — led by Mayor Kidd. CEREMONIAL MATTERS, PROCLAMATIONS & EMPLOYEE RECOGNITIONS 1. PUBLIC COMMENT — Devon Graywolf and William Hunt spoke regarding Lincoln Park. Peter Ripley spoke regarding the Landfill. D. LATE ITEMS TO BE PLACED ON THIS OR FUTURE AGENDAS - Councilmember Mania requested discussion on a future agenda regarding a policy for announcing when a Councilmember is on vacation. E. OTHER CONSIDERATIONS None K. FINANCE 1. Thin - Client Virtual Conversion / Replacement for Computer Workstations / Moved by Downie, second by Mania to approve. Carried 7 -0. K -1 L. COUNCIL REPORTS - Councilmember Downie spoke regarding the tour with Mayor Kidd of the Waterfront Esplanade Phase 1 and CSO construction projects. Mayor Kidd noted the same tour and the positive changes to the entrances to the City; A WC Conference will be June 26 to 28 in Kennewick; and a NLC Conference this fall in Seattle. EXECUTIVE SESSION - None. O. ADJOURNMENT — Mayor Kidd adjourned the meeting at 7:23 p.m. PUBLIC HEARINGS Public hearings are set by the City Council in order to meet legal requirements. In addition, the City Council may set a public hearing in order to receive public input prior to making decisions, which impact the citizens. Certain matters may be controversial, and the City Council may choose to seek public opinion through the public hearing process April 16, 2013 Mayor to determine time of break / Hearing devices available for those needing assistance.
