1. Proclamation — Clallam Transit Employees Appreciation Week — Presented to Terry Weed B -1
C. PUBLIC COMMENT — William Hunt and Devon Graywolf passed out and read aloud the 1906 deed for Lincoln Park, and
spoke against removing the trees from the park. Larry Little thanked staff and Council for making sure the 2013 Discovery Marathon
can take place during the CSO construction project. Andrea Radich spoke on behalf of the Clallam County Move to Amend
organization, urging Council to pass a resolution in favor of amending the Constitution to firmly establish that money is not speech,
and that human beings, not corporations, are persons entitled to constitutional rights.
D. LATE ITEMS TO BE PLACED ON THIS OR FUTURE AGENDAS — Executive Session with Action to
follow regarding settlement of claim in Eastman v. City of Port Angeles.

K. FINANCE
1. Upgrade and Expansion of Wastewater Utility Supervisory Control and Data Acquisition (SCADA) System

L. COUNCIL REPORTS — Councilmember Bruch requested a future work session on the Move to Amend issue, and an
update in the Buxton reports. Mayor Kidd spoke regarding her attendance at the Jefferson Elementary Spring Fair, the AWC Mayors
Exchange, her meeting with the new Director of the Department of Ecology, and the Esprit Festival. Councilmember Downie spoke
regarding his attendance at the Black Ball Ferry sidewalk ribbon cutting, and acknowledged Nathan West and Roberta Korcz on their
extraordinary work on securing a grant for the WTIP project. Councilmember Mania spoke regarding his attendance at the Esprit
Festival and also requested a future work session on the Move to Amend issue. Councilmember Nelson spoke regarding her
attendance at the Police Officer Memorial Week functions.
M. INFORMATION
City Manager Reports:
1. Planning Commission / Minutes M -1
Manager McKeen reminded Council of the upcoming Special City Council meetings on May 28, at 5:00 p.m. and on June 21, with
UAC, from 9 -3.
N. EXECUTIVE SESSION - for the purpose of conducting an Executive Session under authority of RCW 42 30 110(1)(i), to
discuss potential litigation with legal counsel. Adjourned to Executive Session at 8:00 p.m. Returned to Open Session at 8:35
p.m. Motion passed 7 -0, to approve settlement of claim, Eastman v. City of Port Angeles.

PUBLIC HEARINGS
Public hearings are set by the City Council in order to meet legal requirements In addition, the City Council may set a public
hearing in order to receive public input prior to making decisions, which impact the citizens. Certain matters may be
controversial, and the City Council may choose to seek public opinion through the public hearing process.
