AGENDA SUMMARY CITY COUNCIL MEETING 321 East 5th Street AUGUST 6, 2013 SPECIAL MEETING - 5:00 p.m. REGULAR MEETING - 6:00 p.m. The Mayor may determine the order of business for a particular City Council meeting. The agenda should be arranged to best serve the needs and/or convenience of the Council and the public. Mayor to determine time of break. The items of business for regular Council meetings may include the following: A. CALL TO ORDER - SPECIAL MEETING AT 5:00 P.M. - for the purpose of an Executive Session under authority ofRCW 42.30.110(1)(i), to discuss potential litigation with legal counsel.- No action was taken. CALL TO ORDER - REGULAR MEETING AT 6:00 P.M. B. ROLL CALL — All present except Councilmember Mania, due to his resignation on 8/3/2013 PLEDGE OF ALLEGIANCE — Led by Mayor Kidd CEREMONIAL MATTERS, PROCLAMATIONS & EMPLOYEE RECOGNITIONS None C. PUBLIC COMMENT — Judy Hangartner and Edna Willadsen spoke in opposition to the City installing smart meters. Janet Young invited everyone to the grand opening of the Senior Center craft shop on August 12, 2013. Nella Lee spoke regarding code enforcement. Eugene Voight complained about various issues. Tom C. spoke requested utility e- billing and discussed needed road improvements. D. LATE ITEMS TO BE PLACED ON THIS OR FUTURE AGENDAS — Councilmember Mania's vacant seat. Council directed staff to advertise for the vacant position as directed in the City Council Rules of Procedure. E. CONSENT AGENDA I Approved 6 -0. 1. City Council Minutes: July 16, 2013 E -1 2. Expenditure Approval List: 7/6/13 to 7/26/13 for $3,102,349.21 E -7 3. Substation Lightning Protection, Project CL08 -2012 /Award to KVA Electric, Inc., ofArlington, WA, for a total amount of $25,804.62, including sales tax E -36 F. Capacity Provisioning, Inc. — Announcement of Intent to Sell / Considered Options 1 -4; Directed Staff to gather more information on options 2 -4 J -1 K. FINANCE 1. Waterfront Camera (Project #PD0112) Contract with Cascade Networks, Inc. /Approved 6 -0. K -1 L. COUNCIL REPORTS — Councilmember Di Guilio spoke regarding his attendance at the Saturday Farmers' Market. Councilmember Bruch also spoke regarding her attendance at the Saturday Farmers' Market and verbally provided a list of complaints and concerns from citizens. Deputy Mayor Collins spoke regarding noise complaints from the Eclipse Rd. industrial area. Mayor Kidd spoke regarding the upcoming visit from the City of Victoria's Mayor and Council on August 30, 2013. Councilmember Downie spoke regarding his attendance at the Saturday Farmers' Market, the noise complaints from the Eclipse Rd. industrial area, and his recent trips to Victoria to discuss bicycle tourism. ADJOURNMENT — 9:09 p.m. PUBLIC HEARINGS Public hearings are set by the City Council in order to meet legal requirements. In addition, the City Council may set a public hearing in order to receive public input prior to making decisions, which impact the citizens. Certain matters may be controversial, and the City Council may choose to seek public opinion through the public hearing process.
