CALL TO ORDER — SPECIAL MEETING AT 5:30 p.m. Executive Session for the purpose of planning, or adopting, the strategy or position to be taken by the City during the course of collective bargaining, under RCW 42.30.140(4)(b). NO ACTION CALL TO ORDER - REGULAR MEETING AT 6:00 p.m. B. ROLL CALL PLEDGE OF ALLEGIANCE CEREMONIAL MATTERS, PROCLAMATIONS & EMPLOYEE RECOGNITIONS None C. PUBLIC COMMENT — Andrew Stevenson, 653 Seal Rock Road of the Peninsula Trails Coalition spoke regarding the National Parks comments on the Spruce Trail alternative and requesting the Council submit comments to the National Park. Jean Hordyk , 1122 E. Stn Street, spoke in support of former Finance Department Director Ziomkowski and the City's cash out policy. Robert Sextro, 573 Kitchen Dick Road, spoke in regarding the purpose of ORCAA, and the current standards for particulate matter being inadequate for maintaining public health and encouraged the public to contact ORCAA. Fowler Stratton, 519 E. Park Avenue, representing the Parks, Recreation & Beautification Commission, spoke regarding recruitment of the Port Angeles Fine Arts Center (PAFAC) director and spoke in support allocating funds for the director position and importance of investing in the community. Linda Crow, 1212 Melinda Hill Road, PA spoke in support of investing in the PAFAC and funding to sustain the PAFAC. Darlene Schanfeld, 901 Scriber Road, Sequim spoke in favor of funding the PAFAC immediately for the director's position and maintaining a yearly investment. Also supported for funding for the Feiro Marine Life Center. Dick Pilling, 72 Mt. Pleasant Heights Lane, spoke regarding concerns in finding money to support the PAFAC. D. Port Angeles Fine Arts Center — Funding Request K -1 1. Delay Action. Motion by Bruch / Mania to support funding. Motion failed 1 -6 / Bruch only yes vote. Motion by Collins / Nelson to bring matter to worksession on June 26. Motion carried 5 -2 / Bruch and Mania L. COUNCIL REPORTS - Nelson — municipal court sub met, scholarship night at the high school with over 2million awarded, thanks to PAPD to Special Olympics torch run and participated in North Olympic Discovery Marathon. Mania visited with a Victoria Councilmember and toured around Port Angeles. Downie participated in the May 30 luncheon with Victoria business people and spending the day with them around the city. Encouraged other Council members to participate in the Discovery Trail public comment period. Mayor Kidd noted the visit with Victoria businessman and planned trip to visit Victoria on July 1. July 19 is the 150th anniversary of Port Angeles and noted other events included in the celebration. She noted the City receiving the award for Excellence in Civic Design for the Waterfront Improvement Project. Collins hopes to resume regular schedule soon as he recovers from surgery. Bruch — none. Di Guilio noted hosting Fran McNair from ORCAA at the Farmers' Market. And request from the public for more air monitoring stations. Cost is $60K per station. Cut curbs at 8th and Lincoln for ADA access concerns have been forwarded to the City Manager. Same at 5th and Peabody. McKeen — we will follow up. ADJOURNMENT - 9:16 p.m. PUBLIC HEARINGS Public hearings are set by the City Council in order to meet legal requirements. In addition, the City Council may set a public hearing in order to receive public input prior to making decisions, which impact the citizens. Certain matters may be controversial, and the City Council may choose to seek public opinion through the public hearing process.
