A. CALL TO ORDER — SPECIAL MEETING AT 5:00 p.m. — Closed Session for the purpose of planning, or adopting,
the strategy opposition to be taken by the City during the course of collective bargaining, under RCW 42.30. 140(4)(b), and
Executive Session to discuss potential litigation with legal counsel under RCW 42.30.110(1)(i).

PUBLIC COMMENT - Devon Graywolf, 438 Lopez, spoke in opposition to clear cutting trees at Lincoln Park and asked Council to
vote to designate the trees as heritage trees. William Hunt, 438 Lopez, spoke in opposition to clear cutting trees at Lincoln Park. Edna
Willadsen, 1719 E. Lambert Ln., spoke in opposition to the new smart meters and stated that she believed that the meters emitted
radiation dangerous to humans and animals Cody Blevins, 1117 W. 5thSt., spoke in favor of harvesting the trees at Lincoln Park and
replanting lower canopy trees to ensure proper operation of the airport.

Public hearings are set by the City Council in order to meet legal requirements. In addition, the City Council may set a public hearing in
order to receive public input prior to making decisions which impact the citizens. Certain matters may be controversial, and the City
Council may choose to seek public opinion through the public hearing process.
