AN ORDINANCE creating the office of Health Officer,
prescribing his powers and duties, providing for his appoint-
ment, and repealing all Ordinances and parts of ordinances in
conflict herewith, and declaring an emergency,
BE IT ORDAINED BY THE CITY COMMISSION of the City of
Port Angeles,
Sec, 1, There is hereby created the office of Health
Officer of the City of Port Angeles,
Sec, 2, The Mayor shall appoint, subject to confirmation
by the City Commission, a qualified physician and surgeon to
be known as Health Officer, whotshall hold office during the
pleasure of the City Commission, and until his successor is
appointed and has qualified. Such person so appointed shall,
before entering upon the dutiee of his office, take and sub-
scribe an oath of office to the effect that he will support the
constitution of the United States, and the corstit?ation and
laws of the State of Washington, and faithfully and impartially
discharge the duties of his office as required by law and the
ordinances of the City of Port Angeles, and shall execute a
surety bond in the sum of one thousand dollars (1000,00) to
the City of Port Angeles, conditioned for the faithful
performance of the duties of his office. Such bond shall
be approved by the City Commission, and the City Attorney as
to form, and shall be filed with the Mayor, and the premium
thereon paid by the City Commission.
Sec, 3, The Health Officer shall receive a salary of
such a suin as shall be fixed by the City Commission by
resolution, which said salary shall be payable monthly as
the salaries of other City Officers are paid.
Sec, 4, The Health Officer may appoint by and with the
consent of the City Commission, whenever the public safety
and health may demand, deputies who shall hold office for
such time as the City Commission may direct, and who while
acting, shall possess the powers and perform the duties of
the City Health Officer, providing, however, that they shall
be sa.bject to the orders, rules and regulations of the
Health Officer, and shall receive such compensation as shall
be fixed by resolution of the City Commission,
Sec, 5, The Health Officer shall have full supervision,
charge and control over all matters pertaining to public
health, and the protection and preservation thereof, within
the City of Port Angeles, He o',all have charge of the public
health records of said city, the enforcement of all regulations
relative to the prevention, suppression or control of all
dangerous, infectious or contagious diseases, and the enforce-
ment of all sanitary and health regulations of the City of Port
Angeles, and of the State Board of Health, and of all laws of
the State of Washington relative thereto. He shall have
authority to order the abatement or removal of any nuisance
detrimental to public health, and if such nuisance is not
abated or removed,, to cause its abatement or removal at the
expense of the owner or owners of the property upon which
said nuisance is maintained, He shall have power and it
shall be his duty to remove to and restrain in a pest house or

isolation hospital, or to quarantine or isolate any person
sick with any dangerous, contagious or infectious disease
until such sick person shall have thoroughly recovered and
been disinfected; Provided, that no person shall be removed to
or restrained in a pest house or isolation hospital until such
person has been examined by the Health Officer. He shall also
quarantine, isolate, restrain @r. disinfect any person or persons
exposed to any dangerous, contagious or infectious disease for
such time as the public safety and health may demand, He shall
disinfect any room, house or building and its contents thereof,
or any clothing, bedding, furniture or other articles that may
be infected, in such manner as may be required by or prescribed
by the rules and regulations of the State Board of Health. He
shall cause all of the streets, alleys and other public places
and all private property, stores, markets, places of amusement,
eating places and other places of business with the city to be
maintained and conducted in a cleanly and sanitary manner.
He shall have control and supervision of the collection and
disposition of garbage, waste matter. ashes, manure, night soil
and all other refuse substances within the City of Port Angeles,
and of all scavengers engaged in such work. He and his
deputies shall have the rights to enter any and all houses,
buildings and premises within the city whenever they shall have
reason to believe that there is any person therein afflicted
with any dangerous, contagious or infectious disease, or that
said house, building or premises are in an uncleanly or un-
sanitary condition, and shall have the right at any and all
times to take samples of milk, meats or other articles of food
kept or offered for sale within the city. He shall perform
all such other duties and powers as the City Commission may
hereafter require or impose,
Sec, 6. All duties and powers hereinabove required of the
Health Officer or that may be hereafter imposed, may be performei
by all duly appointed deputy or deputies in like manner and
with the same force and effect as if the same were performed
by the said Health Officer, except such duties as require the
judgment and discretion of a physician,
Sec, 7, All Ordinances or parts of Ordinances in conflict
herewith are hereby repealed.
Sec. 8. Whereas, the public peace, health and safety of
the City of Port Angeles require that the above ordinance be in
force immediately, an urgency and emergency is hereby declared
to exist, and this ordinance shall take effect and be in force
from and after its passage:
