AN ORDINANCE approving and confirming the assessments and
assessment roll of Local Improvement District No. 77, created
under Ordinance No. 636, approved June 2nd, 1920, providing for
the improvement of Front Street from the Last Margin of Lincoln
Street to the Westerly Margin of Oak Street; And Laurel Street
from the South Margin of Front Street to the North Margin pf
First Street; in the City of Port Angeles, Washington; all in
accordance with Resolution No. 77, and plans and specifications
adopted by the then City Council of the City of Port Angeles;
ordering the levy and collection of such assessments; and
creating and establishing a special fund for said District No
77.
THE CITY COMMISSION of the City of Port Angeles, do ordain
as follows:
Section 1. That the assessments and assessment roll of
Local Improvement District No. 77, created by Ordinance No. 636,
approved June 2nd, 1920, which ordered and provided for the
improvement of Front Street from the East Margin of Lincoln
Street to the Westerly Margin of Oak Street; And Laurel Street
from the South Margin of Front Street to the North Margin of
First Street, by removing old planking, replacing and removing
side walks, removing all wooden bulkheads, and substituting
concrete retaining walls, removing all lumber of any description
from embankment or excavations, bringing sub -grade of roadway to
the proper grade line, excavating embankment, construction of
roadway from retaining wall to retaining wall on either side of
said streets, of concrete, nine inches thick, drains, storm
sewers, sanitar "`sewers,'concrete curbs and gutters, and such
other work necessary in•connection therewith to properly carry
out the construction of the improvement, all in accordance with
plans and specifications prepared by the City.Bngineer, filed
with the City Clerk, and approved and adopted by the then City
Council, as said assessment roll now.atands and which was
regularly heard and fully considered by the City Commission
sitting as a Board of Equalization thereon on the .,?,f dal
, 192 , according to regular notice thereof and according
to law, and the ordinances of said city, and in accordance with
ttte findings and order of said Board of Equalization at said
meeting in said City, be and the same are hereby, in all respects,
approved and confirmed in all things,
Section 2, That each said lot, tract or parcel of land shown
upon said assessment roll is hereby declared to be especially
benefitted by said improvement in at least the amount charged
against the same, and that the assessment appearing against the
same is in proportion to the several assessments appearing on
said roll, and there is hereby levied and assessed against each
said lot, tract or parcel of land appearing on said roll, the
amount actually charged and assessed against the same,
Section3, That there is hereby created and- establithed
for said Local Improvement District No. 77, a special fund to
be known and designated as Local Improvement District No. 77
for the uees and purposes provided by law and ordinances of the
city,
Section 4, Said assessments or any of them may be paid
without interest at any time within thirty (30) days from the
date of the first publication of the City Treasurer's notice to
pay the same as required by law to be given, and all assessments
not paid within said thirty (30) day period shall hereafter be
paid in ten equal annual installments with interest thereon at
the rate of seven (7) per cent per annum,
Section 5. That immediately upon the taking effect of this
ordinance said assessment roll shall be turned over to the City
Treasurer for the collection of said firet annual installment,
who will thereupon proceed to collect the same according to law,

Section 6. This ordinance shall be in full force and
effect when it shall have been passed by the City Commission,
approved by the Mayor, attested by the City Clerk, approved by
the Oity Attorney, and from and after five (5) days from its
publication in the official newspaper of the City of Port Angeles,
and the Clerk is hereby directed to 'cause the same to be so
published.
