HomeMy WebLinkAbout0716ORDINANCE No. 7 /I, All ORDINANCE ordering and providing for the improvement Of Valley treet, in the City of Port Angeles, Washington, from the Southerly mar- gin of Second Street to the ifoetherl,y margin of Thirteenth Street; said improvement to consist of clearing, grubbing, excavating, embankment, the 111"""'Obnetruct,ion of all necessary pile bridges; the improvement to be known IIIas a surface grade, and all bridges to be 18 feet in width.; excavating, embankment, etc., to be 20 feet in vri eth; to be located on the We oterly side of said Valley Street and gravelled a width of 12 feet; and such other work as may be necessary in connection with the said improvement; all in accordance with maps, plans and specifications prepared by the City angineer and approved and adopted by the City Commission. THE CITY C0MMISSIO1 of the CITY OP PORT ANGELES do ORDAIN as follows: First. That Valley Street, in said City of Port Angeles, from the Southerly margin of Second Street to the Northerly margin of Thirteenth Street be improved by clearing, grubbing, excavating, embankment, the • construction of all necessary pile bridges; the imorovement to be known as a surface grade, and all bridges to be 18 feet in width; excavating, embankment, etc., to be 20 feet in width; to be floated on the Westerly side of said Valley Street and gravelled. a width of 12 feet1 and r3uoh other work as may be necessary in connection with the said improvement; all in accordance with maps, plans and specifications prepared by the City Angineer and approved and adopted by the City Commission, and in accordance with improvement resolution No. 92 of said City of Dort Angeles. • Second. That the cost and expense of said improvement, including all necessary and incidental expenses, shall be borne by and assessed against the property included in the enlarged assessment district hereinafter • created, in accordance with law. The said City of Port Angeleo shall not be liable in any manner for any portion of the cost and expense of said improvement. Third. That there be and is now hereby established an enlarged local improvement district to be called "focal Improvement District No. 92 ", ■ the boundaries of which enlarged district are hereby specified and describ- ed as follows, to -wit; Beginning at the Northeast corner of lot 6, Block 51, of the Townsite of port Angeles, Clallarn County, Washington; thence • outherly along the easterly line of said lot 6,, and the easterly lines of lot 15, block 51, and lot 6, block 72, to the center line of the alley in said, block 72; thence easterly along the center line of said alley to millowtheereapt : line of lot 18, block 72, produced; thence southerly along the • easterly line of said lot 18 to the center line of 4th street; thence . westerly along the center line of 4th street to the easterly line of lot 6, block 86, produced; thence southerly along the center line of blocks 86, 93, 163, 234, 265, 294, 325, 346 and 377 to the center line of 13th street; thence westerly along the center line of 13th street to the east- erly line of lot 8, block 389, produced; thence southerly along the east- erly lane of said lot 8, block 389, to the center line of the alley in said block 389; thence westerly along said center line of said alley to the easterly line of lot 11, block 389, produced; thence southerly along said easterly line of lot 11, block 389,, to the center line of 14th street; • thence easterly along the center line of 14th street to the easterly line of lot 9, block 420, produced; thence southerly along the easterly lines of lots 9 and 12, block 420, to the center line of 15th street; thence easterly along the center line of /5th street to the westerly line of lot 6, block 423, produced; thence southerly along the easterly lines of lots 7 and 12, block 423, to the northerly margin of Braodway; thence westerly along the northerly margin of Broadway to the westerly line of lot 16, block 424; thence northerly along the westerly line of lot 16, block 424, •hrough the center of blocks 424, 419, 390, 376, 347, 324, 295, 264, 235, 162, 94, 85, 73 and 50, to the southerly margin of 2nd street; thence easterly along the southerly margin of 2nd street to the point of Oing. Fourth. That there be assessed against that portion of the property within such enlarged district lying between the termini of the said im- provement and extending back from the marginal lines thereof to the middle of the block on each side thereof, in the mode prescribed by section 13 of Chapter 98 of the session laws of the State of Washington for 1911, as amended by section 2, chapter 168 of the session .laws of 1915, Nine Thoth and Nine Hundred and No/100 09,900.00) Dollars of the cost and expense of such improvement, and that the remainder of such coat and expense be Ostributed and assessed against all the property included in the remain- der of such enlarged district in accordance with special benefits. Fifth. Bonds bearing interest at the rate of seven per centum (7 %) per annum, payable an or before twelve years from the date of their issue, y• shall be issued in payment of the cost and expense of said improvement, which bonds shall be redeemed by the collection of special assessments to be levied and aseeesed upon the property within said district, payable in ten (10) annual installments, under the mode of "payment by bonds" as p.- vided by law. +hese bonds may be delivered to the contractor in redempt- ion of warrants on the special fund of the local improvement district herein created, on estimates of the City Engineer; or the said city, at its election, may sell said bonds and make such redemption in cash or cash warrants. Sixth. Phis ordinance shall take effect and be in .force after its .passage and approval, and from and after five days after its lawful publ- cation.
