AN ORDINANCE ordering and providing for the improvement
of Lincoln Street in the City of Port Angeles from the north mar-
gin of the alley between Fourth and Fifth Streets to the north
margin of Eighth Street by removing old sidewalks; grading; con-
strutting a roadway fifty feet wide between curbs; constructing a
concrete curb and gutter; constructing concrete sidewalks five feet
wide on each side'of said street; paving the approaches to all al-
leys opening on that portion of Lincoln Street to be improved;
gravelling the said roadway, and spreading thereon, "Calcium Chlo-
ride," excepting that on the Eaat side of Lincoln Street between
the south margin of the alley between Fifth and Sixth Streets, and
the north margin of the alley between Fourth and Fifth Streets, no
curb and gutter or concrete sidewalks shall be constructed, and the
present wooden sidewalks shall be left intact; also to improve Eighth
Street in said City from the East margin of Lincoln Street to the
East end of the Valley Creek bridge, by removing old sidewalks; grad-
ing; constructing a roadway fifty feet wide between curbs; construct-

ing a concrete curb and gutter and concrete sidewalks five feet wide
on each side of said street; laying an eight inch Storm sewer with
all necessary inlets, catch basins, manholes, etc; gravelling the
said roadway, and spreading "Calcium Chloride" on said roadway;
creating Local Improvement District No. )J and providing for the
payment of the cost and expense thereof by such special assessments
upon the property within the said district according to law and by
the mode of payment by bonds, all in accordance with Improvement
Resolution No. 115 of the City of Port Angeles, and in accordance
with maps, plans and specifications prepared by the City Engineer
and - approved and adopted by the City Commission.
THE CITY COMMISSION OF THE CITY OF PORT ANGELES DO OR-
DAIN AS FOLLOWS:
SECTION I. There is hereby ordered the improvement on
• Lincoln Street in the City of Port Angeles from the north margin of
the alley between Fourth and Fifth Streets to the north margin of
Eighth Street by removing old sidewalks; grading; constructing a
roadway fifty feet wide between curbs; constructing a concrete curb
and gutter; constructing concrete sidewalks five feet wide on each
side of said street; paving the approaches to all alleys opening on
that portion of Lincoln Street to be improved; gravelling the said
roadway, and spreading thereon, "Calcium Chloride," excepting that
on the East side of Lincoln street between the south margin of the
alley between Fifth and Sixth Streets, and the north margin of the
alley between Fourth and Fifth Streets, no curb and gutter or con-
crete sidewalks shall be constructed, and the present wooden side-
walks shall be left intact; also to improve Eighth street in said
City from the East margin of Lincoln Street to the East end of the
Valley Creek bridge, by removing old sidewalks; grading; construct -
ing a roadway fifty feet wide between curbs; constructing a concrete
curb and gutter 'and concrete sidewalks five feet wide on each side
• of said street; laying an eight inch Storm sewer with all necessary

and spreading "Calcium Chloride" on said roadway. All of said im-
provement to be done in accordance with maps, plans and specifica-
tions prepared by the City Engineer and approved and adopted by the
City Commission, and in accordance with Improvement Resolution No.
115 of the City of Port Angeles. -
SECTION II. The cost and expense of said improvement, in-
cluding all necessary and incidental expenses shall be borne by and
assessed against the property situated and included within the boun-
daries of the district hereinafter created and described, in accor-
dance with law and the ordinances of the City of Port Angeles; and

the said City shall not be liable in any manner for any part of the
cost and expense of said improvement, except so far as the said City
is made liable by virtue of the statutes of the State of Washington
in such cases made and provided and particularly those Statutes pro-
,
viding and directing that the City of Port Angeles create a Local
Improvement guarantee fund for the purpose of guaranteeing, to the.,,,
extent of such fund and in the manner provided by the law, the pay-
ment of Local Improvement bonds issued to pay for local improvements
ordered' by the said City.
SECTION III. There, is hereby created a Local Improvement
District to be called Local Improvement District No.11 , which said
district is described as follows: All of the property abutting on
Eighth Street from the easterly end of the Valley Street Bridge to
the easterly margin of Lincoln Street; all of the property abutting
on Lincoln Street from the North margin of Eighth Street to the North
margin of the alley between Fourth and Fifth streets, together with
all property between the boundaries of Lineoin Street and the middle
of the block on 'the east and west side thereof.
SECTION IV: Bonds bearing interest at the rate of seven
per cent per annum, payable on or before twelve years from the date
of their issue, shall be issued in payment of the cost and expense
of said improvement, which bonds may be redeemed by the collection of
special assessments to be levied and assessed against the property
within said district, payable in, ten annual installments, under the
mode of "payment by bonds" as provided by law. These bonds may be
delivered to the contractor in redemption of warrants on the special
fund of the local improvement district herein created, on estimates
of the city engineer, or the said city, at its election, may sell said
bonds and make such redemption in cash or cash warrants.
ill SECTION V. This ordinance shall take effect and be in
force after its passage and approval, and from and after five days
after its lawful publication.
