AN ORDINANCE declaring an emergency by reason of a contract
entered into between the City of Port Angeles and the Washington Pulp
& Paper Corporation, a corporation; stating the facts constituting
c` emergency, stating the estimated amount of money necessary to
meet. such emergency, authorizing the issuance of emergency warrants
against the water fund of the City of Port Angeles and declaring an
emergency.
THE CITx COMMISSION 0P THE CITY OP PORT ANGELES DO ORDAIN
AS FOLLOWS:
Section I. That on the 27th day of April, 1927, the City
of Port Angeles entered into a contract in writing with the Washing-
ton Pulp. & Paper Corporation, wherein the City agreed to construct an
eight inch pipe line from a point near the intersection of Eleventh
and Albert Streets to a point near the intersection of Eleventh Street
andjumwatarpreek in the City of Port Angeles, and to install a me-
ter at-the last named point, and further agreed to furnish the said
Corporation with not less than two million gallons of water per day.
Section II. That in consideration of the said contract
the Washington Pulp & Paper Corporation agreed to advance to the City
a sum equal to the cost of the construction of said pipe line, in-
cluding material and meter, not to exceed, however, eleven thousand
dollars.
Section III. That under the terms and.00nditions included
in said contract, was and is that the said pipe line shall be con -
...structed and in operation within sixty days of the said contract.
Section IV. That the City of Port Angeles, in order to carry
out the terms of said agreement, has undertaken to purchase the nec-
essary material and furnish the necessary labor for the construction
of the said pipe line, and the estimated amount of money necessary

to meet such emergency to purchase the necessary material and to em-
ploy and pay for the necessary labor and to install the meter afore -
said, is eleven thousand dollars.
Section V. That by reason of the facts above set forth in
Sec i`ors 1, tI and III hereof, a public emergency exists, which could
not have-Fgagthably been foreseen at the time of the making of the
budget for the current year, and which public emergency is now declar-
ed to exist.
Section VI. That the Mayor and City Clerk of the City of
Port Angeles be and they are hereby authorized to sign, execute and
issue emergency warrants upon the water fund of the City of Port
:Angeles in an amount not exceeding eleven thousand dollars for the
purpose of. making payment for the said equipment, and employing and
paying the said labor involved in the construction of the said pipe
line.
•i Section VII. That by reason of the emergency heretofore
declared, this ordinance shall take effect and be in force from and
after its passage, approval and lawful publication.

Passed second reading by City Commission June 8, 1927.
Passed third reading and adopted by the City Commission,
June 8, 1927.
