AN ORDINANCE providing for the regulation, housing and opera-
tion of dry cleaning plants within the city limits of the City of Port
Angeles, and providing for a license fee for the operation thereof, and
fixing penalties for the violation thereof.
THE CITY COMMISSION OF THE CITY OF PORT ANGELES DO ORDAIN AS
FOLLOWS:
Section 1. The Term "Dry Cleaning Plant" as hereinafter used
ahall be construed to mean any place where clothing or fabrics shall be
cleaned for hire_ by the use of petroleum or any petroleum product.
Section 2. The term "Fire Proof Wall" as hereinafter used
shall be construed to mean a wall constructed of brick, tile or concrete.
Section -3. From and after the date of taking effect of this
ordinance it shall be unlawful for any person, firm or corporation to
open up, institute, initiate or commence to conduct and maintain within
the city limits of the City of Port Angeles, any dry cleaning plant
0 without first having complied with each and every provision and re-
gulation in this ordinance set forth and contained.
Section 4. Every dry cleaning 'plant within the city limits
of the City of Port Angeles shall be housed in a building constructed
with fire proof walls, provided however that this section shall not
apply to dry cleaning establishments already in existance and being
maintained and operated in other than fire proof buildings at the
present time.
Section 5. No dry cleaning plant shall be conducted or
IIImaintained in any building any part of which is used as an Apartment
House, Lodging House, or which has located in it living quarters of
any nature.

Section 6 All storage tanks and clarifying tanks /shall be
installed from and after the date of taking effect of this ordinance
must be buried at least four.feet under ground.
Section 7 All exhaust.ypipes, outlets, and overflow equip-
ment in any dry cleaning establishment which shall be-installed from

and after the date of taking effect of this ordinance and used in
connection with the operating of any dry, cleaning plant shall be in
the outside of the building which houses the same and and not less
than nine feet from the ground.
Section 8. No stove or fire box of any kind shall be
operated in the room housing a Dry Cleaning Plant, unless it be
surrounded by fire proof walls.
Section 9.. All electric motors which shall be installed
from and after the date of taking effect of this ordinance and used
in connection with the business of dry cleaning shall be installed
at a point not less than eight feet above the machinery installed
for the use of dry cleaning or in the alternative shall be installed
in 'another and separate room.
Section 10. No person, firm or corporation shall engage
in the business of operating a. dry cleaning plant until they shall
have first applied for and received a license from the City of Port
Angeles as hereinafter provided.
Section 11. It shall be unlawful for any person, firm or
corporation to open up, conduct or maintain within the city limits of
the City of Port Angeles, a dry cleaning plant without having first
obtained from the_City Commission of the City of Port Angeles a
license so to do. The City Commission is authorized upon the appli-
cation of any person, firm or corporation, to issue a license for
the operation of a dry cleaning plant within the city limits of the
City of Port Angeles upon the payment of the sum of 05.00, annual
license fee therefor. Provided, however, that before such license
shall be issued, the City Commission may inspect or cause to be
inspected the building and premises upon which said plant is to be
operated and may in its discretion require the applicant to furnish
the plans and specifications under which it is intended to construct
and operate a dry cleaning plant.
Section 12. The,City Commission of the City of Port Angeles
be and is hereby granted power and authority in its discretion in the
interest of the public health and safety to Tiefus,e to grant any appli-
cation for a license to operate a dry cleaning plant in the 'city limits��
of the City of Port Angeles, where the applicant has not complied with \
the terms of this ordinance.
Section 13. Any dry cleaning plant which is now or hereafter
IIImay be opened up, conducted or maintained in the city limits of the
City of Port Angeles in violation of any of the provisions of this
ordinance is hereby declared to be a nuisance and the City Commissioners
of the City of Port Angeles, may after giving ten (10) days notice
to the owner or manager of said plant, consider the matters relative
to the conduct thereof, and may order and declare said plant to be a
nuisance and direct that it be abated in accordance with law.`
Section 14. The provisions of this ordinance shall in every
respect apply to any dry cleaning establishment which is now being
maintained and operated and which shall hereafter move its location
to any other site within the city limits of Port Angeles.
Section 15. Any person, firm or corporation violating this
ordinance or any part thereof shall be guilty of a misdemeanor and
shall be punished upon conviction therefor by imprisonment in the City
Jail not to exceed thirty (30) days and a fine not to exceed the sum
of one hundred (100.00) dollars, or both such fine and imprisonment.
Section 16. This ordinanace shall take effect and be in
force after its passage and approval, and from and after thirty days
after its lawful publication.
