ORDINANCE No. 7, J
AN ORDINANCE ordering and providing for the following described
improvements along the following described portions of streets and
alleys in the City of Port Angeles, to wit: The improvement of all
those portions of Pine Street from the Northerly Margin of Eighth
Street to the Northerly Margin of Fourteenth Street; the improvement
of Cedar Street from the Southerly Margin of Sixth Street to the
Northerly Margin of Fourteenth Street; and also the improvement of
those portions of Eighth, Ninth, Tenth, Eleventh and Twelfth Streets
from the break of the Valley Creek Gulch to the break of Tumwater
Gulch, in front of which there are no existing concrete sidewalks
of such construction and dimension as to conform to the proposed im-
provement herein provided for, by the construction of conctete side-
walks thereon five feet in width on both sides of the said portions
of said streets• and creating Local Improvement District No. 135 of
the City of Port Angeles, and providing for the payment of the cost
and expense thereof by special assessment upon the property within
the said district according to law and by the mode of "Payments by
bonds" all in accordance with Improvement Resolution No. 135 of the
City of Port Angeles, and in accordance with maps, plans and speci-
fications prepared by the City Engineer and approved and adopted by
the City Commission.
THE CITY COMMISSION OF THE CITY OF PORT ANGELES DO ORDAIN AS
FOLLOWS:
Section 1. That there is hereby ordered the following described
improvements along the following described portions of streets and
alleys in the City of Port Angeles, to -wit: The improvement of all
those portions of Pine Street from the Northerly Margin of Eighth
Street to the Northerly Margin of Fourteenth Street; the improvement
of Cedar Street from the Southerly Margin of Sixth Street to the
Northerly Margin of Fourteenth Street; and also the improvement of
those portions of Eight4, Ninth, Tenth, Eleventh and Twelfth Streets
from the break of the Valley Creek Gulch to the break of Tumwa.ter

Gulch, in front of which there are no existing concrete sidewalks
of such construction and dimension as to conform to the proposed
improvement herein provided for, by the construction of concrete
sidewalks thereon five feet in width on both sides of the said por-
tions of said streets, and creating Local Improvement District No.
135 of the City of Port Angeles, and providing for the payment of
the cost and expense thereof by special assessment upon the property
within the said district according to law and by the mode of "Payments
by bonds" all in accordance with Improvement Resolution No. 135 of
the City of Port Angeles, and in accordance with maps, plans and
specifications prepared by the City Engineer and approved and adopted
by the City Commission.
Section 2. That the cost and expense of said improvement includ-
ing all necessary and incidental expenses shall be borne by and as-
sessed against the property situated and included within the boun-
daries of the district hereinafter created and described in accordance
with law and the ordinances of the City of Port Angeles, and the said
city shall not be liable in any manner for any part of the cost and
expense of said improvement, except solar as the said City is made
liable by virtue of the statutes of the State.of Washington in'such
cases made and provided and particularly those statutes providing
and directing that the City of Port Angeles create a local improve-
ment guaranty fund for the purpose of guaranteeing to the extent of
such fund and in the manner provided by law, the payment of Local
Improvement Bonds issued to pay for local improvements ordered by
the said City.
Section 3. That there is hereby created a local improvement
district to be called Local Improvement District No. 135, which said
district is described as follows, to wit: All the property which
may be benefitted by the said improvements, which property is hereby
declared to be the property abutting on, proximate, vicinal, adjacent
and continguous to the above described portions of Pine, Cedar and

Eighth, Ninth, Tenth, Eleventh and TwelfthStreets, to be improved as
herein provided, including the property measured back to the median
line of the abutting blocks.
Section 4. Bonds bearing, interest at the rate of seven per
cent. per annum, payable on or before ten years from the date of their
issue shall be issued in payment of the cos and expense of said im-
provement, which bonds may be redeemed by the collection of special
assessments to be levied and assessed against the property within
said district payable in ten annual installments under the mode of
"Payment by bonds ", as provided by law. These bonds may be deliver-
ed to the contractors in redemption of warrants on the special fund
of the local improvement district herein created, on estimates of
the City Engineer, or the said city at its election, may sell said
bonds and make such redemption in case of cash warrants.
Section 5. This ordinance shall take effect and be in force
after -its passage and approval and from and after five days after
its lawful publication.

City Commission, January , 1931.
