An ORDINANCE Authorizing and providing for the construction
of certain extensions of the water system on Ediz Hook Light House
Reservation; Creating a fund for the construction of same; and
declaring an emergency.
'AtinEAS, the United States-has let contracts for the con-
struction of certain buildings and improvements as a pert of a
hydroplane base upon the property known se Ediz Hook Light House
Reservation; Port Angeles, Washington, and has requested the City
to extend their water supply system to said improvements for water
service for domestic use and fire protection, and
HEREAS, the City has agreed to make the necessary exten-
sions and to provide water in amounts and volume required by the
United States Government, which extension requires the construc-
tion of about three miles of water line, nor;, therefore,
THE CITY COMMISSION OF THE CITY OF PORT ANGELES DOES ORDAIN
AS FCLLOWSL
Section 1. That the water works division of the City
Utilities Department be and is hereby authorized and instructed
to provide for labor and materials and construct the water line
necessary to give the service required to the United States
Government at the point of the improvements above mentioned,
and such other service as may be necessary or likely to be
required.
Section 2.. That such construction be carried out with such
amounts and sizes of water pipes as shall be necessary, accord-
ing to the service required, with bills for expenses of labor
and materials approved in due course by the City Commission.
Section 3. That said extension be designated as the
"Ediz Hook Water Extension" and that a fund be and is hereby
created in the City Treasury to be known and designated as
the "E'diz Hook hater Extension Fund".
Section 4. That warrants be drawn upon the said fund
in payment of the expenditures for labor and materials neces-
sary to make the extensions herein provided for; such warrants
shall be properly designated and be payable out of the said fund
only and the City Clerk shall draw warrants in due course on
said fund; said warrants, if unpaid, shall bear interest after
registration and until called for payment at the rate of four
per cent per annum.
Section 5. From the revenues of the Municipal mater Works
System and from the Water Works Funds, the City Treasurer is
authorized to set aside and pay into the fund hereby created
Bums necessary to retire the warrants drawn thereon with
accrued interest, provided that this shall be done only after
due provision is made for the payment of bonds of the Municipal
Water Works Fund as pledged in Ordinance No. 758 of the City
of Port Angeles, also after all regular maintenance and opera-
tion costs have been paid, also after provisions have been
made for the payment of the amounts pledged in Ordinance No.
964, being the Water Works Repair Fund. The fund provided
in this ordinance for the provision for payments into the
same shall: be in-all respects junior-to the-Municipal Water
Works Bond Fundy operating costs and the Municipal Repair
Fund, and payments shall be made into the same only when funds
from revenues are available after payments in the senior funds
have been provided for.

Section 6. This ordinance is necessary for the preser-
vation of the public health and safety and is urgent,•rrhich
urgency is hereby declared to exist. •This ordinance ghall
be in full force and effect from and after its final passage,
approval and lawful publication.
