ORDINANCE NO. 1071
1 AN ORDINANCE setting forth an emergency affecting the public health and safety;
2 requiring expenditures unforeseen; providing for the issuance of emergency warrants;
3 and declaring an emergency making the ordinance immediately effective.
4 F THE CITY COMGISSION OF THE CITY OF PORT ANGELES DOES ORDAIN AS FOLLOWS:
5 Section 1. That because of changes in certain street improvements provided
6 ffor in the 1940 budget making the said improvements permanent, it is necessary,
7 before the said improvements are made, that certain pipe lines of the Port Angeles
8 Water System in the districts to be improved, be removed and replaced with new pipe
9 lines; also, it has become necessary to construct a building for the housing of the

10 =Light and Water departments' equipment and a store room for supplies; which said p
11 'changes and improvements were not and could not have been anticipated at the time
12 5 o£ preparing the bll.get and the amounts provided in the Light and Water Funds are
13 not sufficient, and the amount required in excess of the funds available, are as
14 follows:

17 ; Section 2. That the expenditures made in excess of the amount of the budgets
18 were for the protection and safety of the inhabitants of the City. 1
19 Section 3. That by reason of the facts stated, an emergency is hereby declared
• 20 to exist which will require the issuance of emergency warrants to provide for the
21 ,said expenditures in amounts required, the payment of such warrants to be considered
22 in the preparation and adoption of budgets for the departments.
23 Section 4. That the Mayor and City Clerk are hereby authorized to execute,
24 sign and deliver emergency warrants upon the Light and Water Fluids for the required
25 expenditures not to exceed the sum mentioned in Section 1 hereof.
26 Section 5. That because of the facts, the adoption of this ordinance is urgent
27 and necessary for the public peace, health and safety of the inhabitants of the
28 City, which emergency is declared to exist, and this ordinance shall take effect
29 and be in force from and after its passage, approval and lawful publication.
