HomeMy WebLinkAbout1075• ORDINANCE NO. 1075 1 AN ORDINANCE relating to the use of electric current furnished and distributed 2 by the City of Port Angeles and prescribing and fixing charges and rates for the � 3 sale of same; Prescribing certain duties of the Superintendent of Utilities; Pro - 4 viding for the termination of service for non - payment of electric current used; 5 Authorizing the Superintendent of Utilities, subject to the approval of and con- 6 firmation by the City Commission, under certain circumstances, to make special 7 rates to individual customers; Repealing Ordinance No. 913, Ordinance Ito. 977, 8 Ordinance No. 1028 and Ordinance No. 1056, and amending Sections 17 and 20 of 9 Ordinance No. 890; Providing for and declaring an emergency; Placing this Ordinancel 10 in full force and effect after its lawful publication. 11 THE CITY COIluTSSION OF THE CITY OF PORT ANGELES DOES ORDAIN AS F'OLLOG:S: 12 Section 1. That Section 17 of Ordinance No. 890, as the same was originally 13 enacted, be and the same is hereby amended to read as follows, to -wit: 14 Section 17. The monthly rate for electricity consumed shall be in accordance 15 with the following schedules: 16 1 SCE1DULE 1. 17 RESIDENCE LIGHTING SERVICE 18 The monthly rate for Residence Lighting Service shall be in accordance with the following schedule: 19 Availability 20 This service is single- phase, at a nominal potential of 21 120/240 volts and is available for general lighting of resi- dences and similar non - commercial installations. Single -phase motors of 3 H.P. or less may be connected under this schedule. C01BINATION RESIDENTIAL LIGHTING, HEATING, COOKING AND OFF -PEAK WATER HEATING The monthly rate for Residential Lighting, Heating, Cooking and Off -Peak ;Dater Heating shall be in accordance with the fol- lowing schedule: • Availability This service is single -phase at a nominal potential of 120/240 17 ' volts and is available for residential lighting, heating and cooking when the connected load, exclusive of lamp- socket ap- 18 pliances and off -peak water heater, is greater than 3,000 watts and less than 20,000 watts and at least 90% of the connected 19 load is for non - commercial use. There must also be connected . 20 and in use, an off -peak water heater of 30 gallons or more capacity. This off -peak water heater must comply with all 21 limitations of schedule 4, except that a separate meter is not required. Single phase motors of 3 H.P. or less may be con - 22 nected under this schedule. 23 RATE 24 3¢ per K.W.H. for the first 90 K.W.H. per month. 25 2¢ " " " next 150 " 26 .7¢ " n " all over 240 " n It 27 Minimum charge of $2.70 for 90 K.W.H. or less per month. 28 ' SCHEDULE 4. 29 1 WATER HEATING SERVICE . 30 The monthly rate for Water Heating Service shall be in ac- cordance with the following schedule: 31 • • 1 j Availability 3 4 6 7 8 • 9 10 11 12 13 14 15 16 17 18 19 • 20 21 22 23 24 41, 25 • 26 This service shall be off -peak, single phase at a nominal potential of 120/240 volts and is available for a maximum of 18 hours use per day. The City will furnish, connect to the customer's wiring and retain ownership of a suitable time - switch to regulate the hours of use. This service shall be metered on a circuit which shall include all the heaters for one or more storage tanks but exclude all other service. Service under this schedule may be limited to 6,000 watts capacity at the City's option. The following are the maxi- mum allowable capacities for tank heaters: 30 gallon tank or smaller, 75 watts per gallon. 40 " " , 62.5 watts per gallon. Over 40 gallon tank, 60.0 watts per gallon. Heating elements shall be non - inductive and installations in excess of 1250 watts shall consist of two elements, each to be protected by a thermostat, the base thermostat shall be set to maintain water not hotter than 170 degrees and the'top thermostat to maintain water not hotter than 150 degrees I'ar- enheit. One element shall be placed to heat the whole tenk and the other to heat the upper part of the tank. The capacity of the upper element shall not exceed twice that of the lower element. To provide adequate and economical hot water service for the customer, the tank and heater if external, shall be covered with sufficient heat insulation as approved by the City. Each installation shall be provided with a pressure - relief valve that will properly protect the tank and piping from excessive pressure. All installations served through a water meter shall also be provided with a check -valve that will pre- vent the hot water from entering the cold water line. This check -valve is recommended in all installations so that the tank will not drain in case the water supply should fail. Other methods of heating the water shall not be directly connected to the insulated storage tank. RATE .7s1 per K.W.H. Minimum charge of $1.00 per month. SCHEDULE 5. CONEERCIAL LIGHTING SERVICE -LARGE DEMAND The monthly rate for Commercial Lighting Service -Large Demand, 27 shall be in accordance with the following schedule: 28 Availability 29 30 31 This service is single - phase, at a nominal potential of 120/240 volts and is available for lighting and incidental small power for commercial customers, having a calculated con- nected lighting load of 12,000 watts or more. Determination of floor area shall be on the following basis: 1. Hotels One watt per square foot for the first 10,000 square feet, three - fourths watt per square foot for all over 10,000 square feet. 2. Stores Three watts per square foot plus 200 watts per linear foot measured horizontally along the base of the show window. 3. Office Buildings Two watts per square foot except for hall area. Hall area watt per square foot. 4. Garages Storage space, watt per square foot; machine shop, 1 watt per square foot; display rooms, 3 watts per square foot. 12 5. COMECIAL LIGHTING SERVICE- STIALL DEMA1 D The monthly rate for Commercial Lighting Service, Small Demand, shall be in accordance with the following schedule: Availability This service is single phase at a nominal potential of 120/240 volts and is available for lighting and incidental small power for commercial customers having a calculated connected lighting load of less than 12,000 watts. Connected load to be determined by load check or by floor area computation, whichever is greater. Determination of load by floor area computation to be on same • 1 i basis as in schedule 5 above. SCHEDULE 8. -5-- • 4 5 6. 7 8' • 91 10 11 12 13 GENERAL COIMRCIAL HEATING The monthly rate for General Commercial Heating shall be in accordance with the following schedule: Availability This service is available for commercial heating and cooking and covers single phase service at a nominal potential of 120/240 volts, and three phase service where available at a nominal potential of 240/480 volts. Less than 1 K.W. connected load to be taken under Lighting Schedule. Fractional loads of less than 500 watts taken as next lower K.Y. and 500 watts and above taken as next higher K.N. Connected lighting load of 100 or less of the connected heat- ing load allowed under this schedule where a separate service and meter is not required. SCHEDULE 9. dJNICIPAL STREET AND BUILDING LIGHTING The rate for the City of Port Angeles street lighting shall be 2i¢ per K.W.H., the Light Department to supply all lamps and other material and to maintain the system. Other municipal build- ing lighting and power shall be charged at schedule 3. SCHEDULE 10. TEMPORARY SERVICE This type of service shall be charged at the regular rate plus a labor charge for connecting and disconnecting. This amount to be estimated by the Superintendent and paid for at the time of making application. SCHEDULE 11. SPECIAL RATES • 1 2 3 4 5 6 7 The Superintendent may at his option, when deemed advisable tothe interests of the City, :make such other special rates to individual customers as he may see fit, but only with the approval of and confirmation by the City Commission. Apartments that are individually metered will each be con- sidered as a residence. If one person pays for all of the individual bills the monthly minimum will be waived and in- dividual meter deposits will not be required. Apartment buildings with master meters will be classed as "C0I',SERCIAL ". The lighting to be included with heat when determining the ,connected load for apartment buildings using electric heating and cooking under master meter which is classed as "COMMER- CIAL BEATING". 8 Section 2. That Section 20 of Ordinance 890 of the City of Port Angeles, 9 approved November 30, 1929, be and said section is hereby amended to read as 10 follows: 11 Section 20. It shall be the duty of the Superintendent to regularly read the meters of the consumers of electric 12 i current and to enter all said accounts and charges in his meter books. The meter books each month shall thereupon be 13 turned over to the City Treasurer for entry in the proper ledgers of the City Treasurer and for collection. All 14 charges against consumers of electric current shall be due and payable at the office of the City Treasurer, without 15 notice to the consumer, on the first day of each month for the month preceding. Should an account not be paid before 16 the 21st day of the month in which it becomes due, the City Treasurer shall notify the Superintendent who shall imme- diately cut off electricity from the premises and it shall not again be turned on until all arrears are paid together 18 with a fee of $1.00 for the turning on of the current. 19 Section 3. That when fluorescent, neon, zeon, or other hot or cold cathode • 20 types of gaseous tube lighting having similar power factor characteristics are 21 linstalled and are used for illumination or decorative purposes, the customer shall 22 (furnish, install, and maintain at his own expense corrective apparatus designed 23 to maintain at not less than 90 percent lagging, the power factor of each unit of i 24 such equipment or group of such equipment controlled as a unit by a single switch • 25 for its equivalent which controls only such unit. 26 1 When fluorescent, neon, zeon, or other hot or cold cathode types of gaseous 27 tube lighting having similar power factor characteristics are installed and are 28 used for advertising purposes, the customer shall furnish, install and maintain at 29 his own expense equipment designed to correct the power factor of the unit to at 30 :least 85 percent lagging, except that no correction will be required for any com- 31 plete sign supplied from a single auxiliary transformer rated at 225 volt amperes 17 • 1 I I or less. u. .2 The City shall have the right to refuse or discontinue service to any such 3 'installation made after the effective date of this order until the customer has III 4 icomplied with the foregoing provisions. 5 t The determination of power factor shall be made by the wattmeter- voltmeter- i 6 'ammeter method. 7 To be considered advertising the tubing must contain a message showing either E 8 la configuration of letters, numerals, characters, or distinctive trade marks. • 9 Section 4. That except as herein amended, Ordinance 890 of the City of Port 10 Angeles shall be and remain in all respects in full force and effect. 11 1 Section 5. That Ordinance No. 977, Ordinance No. 913, Ordinance No. 1028 12 and Ordinance No. 1056 of the City of Port Angeles and all other ordinances and 13 ;parts of ordinances in conflict herewith be and said ordinances are hereby repealed. f � 14 , Section 6. This ordinance is declared to be urgent and necessary for the im- 15 'mediate preservation of the public peace, health and safety of the inhabitants and 16 ;people of said City of Port Angeles, and shall take effect and be in force inme- 17 1 diately upon and from and after its passage, approval and lawful publication. 18 ; 19 •20 • 21 Passed first reading by City Commission, December 11, 1940.
