ORDINANCE NO. 1081
AIT ORDfl' lCE providing for the establishment of a "SCHOOL PATROL "; providing
for school crossings, and regulating said crossings; making it unlawful for the
operator of any vehicle being operated within the city limits of the City of Port
'Angeles to disregard any reasonable directions of any member of said school patrol
jacting in the performance of his duties as such and when wearing or displaying
appropriate insignia; providing penalties for the violation thereof; and declaring
an emergency.
{ BE IT ORDAINED BY 'rti✓' CITY COI,'i,'ISSION OF THE CITY OF PORT ANGELES:
Section 1. The executive heads of the public and private schools of the
City of Port Angeles, may, in conformity with Section 130 of :Washington Motor
Vehicle Act, appoint from the student bodies of their respective schools, students
who shall be known as members of the "School Patrol" and who shall serve without
compensation and at the pleasure of the authority so making the appointment.
Section 2. The members of such school patrol shall wear a badge or other
'appropriate insignia marked "School Patrol" when in performance of their duties,
and they are hereby authorized to display "stop" or other proper traffic direction -1
al signs or signals at school crossings or other points where school children are
crossing or about to cross a public highway, but such members of the school patrol 1
shall be subordinate to and obey the orders of any peace officer present and having
jurisdiction.
Section 3. It shall be unlawful for the operator of any vehicle to fail to
stop his vehicle when directed to do so by any school patrol sign or signal dis-
played by such member of the school patrol engaged in the performance of his duty
and wearing or displaying appropriate insignia, and it shall further be unlawful
for the operator of any vehicle to disregard any other reasonable directions of any
member of the school patrol when acting in performance of his duties as such.
Section 4. The Police Department shall establish school crossings at intersec-
1tions in the vicinity of schools where, in the opinion of said department, crossing

[the roadway by school children is dangerous and the City Engineering Department is
hereby authorized and required to mark and maintain, with paint, or otherwise,
cross walks approximately 10 feet in width at such places so designated by said

1 ''department; and appropriate signs shall be erected and maintained by the Police
2 ;Department, indicating the said school crossings and the hours during which the
3 same shall be kept in force or deemed in use.

Section 5. No operator of a vehicle shall drive such vehicle into a cross
walk designated and sign- posted as a school crossing, when a pedestrian is in such
6 crosswalk upon the same side of the roadway as said vehicle, or when a pedestrian
7 in said crosswalk is about to enter the side of the roadway toward which the vehic1
8 is approaching. For the purpose of this section, a pedestrian shall be construed
• 9 to be any person afoot.
10 i Section 6. Any person convicted of the violation of the provisions of this
11 ordinance shall be deemed guilty of a misdemeanor, and shall be punished by a fine
12 in any sum not exceeding; One Hundred Dollars (,100.00) or by imprisonment in the
13 City Tail for a period of not exceeding thirty days, or by both such fine and in-
14 •risonment.
15 jI Section 7. EREAS, there is, in the interest of public peace and safety a
16 (demand for the immediate passage of this ordinance, an emergency is hereby declared
17 to exist and the urgency for the immediate taking effect of this ordinance is hereby

declared to exist, and this ordinance shall take effect and be in force from and
after its passage, approval and publication.
