ORDINANCE NO. 1087
1 AN ORDINANCE amending sections 7, 10, 15, 16, 17, 19 and 23 of Ordinance No.
1020 entitled "An Ordinance relating to the use of the streets of the City of Port
3 !Angeles; providing for designation of special restricted zones; providing for the '
4
.manner of parking; designating arterial streets; establishing regulations and re-
5 quirements for the safety and control of traffic and the protection and safety of
6
the inhabitants of the City; providing penalties and repealing certain ordinances
7 in conflict herewith;" and in addition providing for the designation of special
8- restricted commercial zones and declaring an emergency.
9 1'HE CITY COMMISSION OF THE CITY OF PORT ANGELES DOES ORDAIN AS FOLLOWS:

10 Section 1. That Section 7 of Ordinance No. 1020 be and the same is hereby
11 amended to read as follows:
12 Section 7. The following areas are hereby declared to be danger zones and re -!
13 stricted areas at all times:
14 (a) All street intersections within the city limits, which intersections shall
15 include the area bounded by the property line projected.
16 ' (b) The area adjacent to the street intersections including the portion of
17 h the street bounded by the property line projected, and a line running
18 across the street from a point measured ten (10) feet along the curb from
19 the property line projected.
• 20 , (c) On the north side of )4th Street immediately in front of the Roosevelt
21 High School and between the two driveways entering from the said loth Street
22 to the said school grounds.
23 (d) Police Zones: Beginning at a point on the west curb line of Laurel
24 Street and a point on the north margin of Front Street and thence running
25 northerly a distance of 25 feet along said curb line.
26 Beginning at a point on the north curb line of Front Street and a
27 point 86 feet east of the east margin of Laurel Street and running thence
28 easterly a distance of 20 feet.
29 L The above described areas are declared to be restricted and danger zones whether
• 30 !marked or not. For the safety of the people of the City and the convenience of
31 !traffic, said zones shell be kept entirely free of all parked and standing vehicles

1 at all times.
2 Section 2. That Section 10 of Ordinance 1do. 1020 be and the same is hereby
3 amended to read as follows:
4 Section 10. It shall be unlawful for any person to park or stand any vehicle
5 in the following places:
6 (a) On any sidewalk or parking strip.
7 (b) In any alley except for loading and /or unloading, or on any bridge,

trestle, overpass, or underpass, or the approaches thereto.
(c) At any place where traffic signs or markers have been erected.
Section 3. That Section 15 of Ordinance No. 1020 be amended to read as
11 r follows:
12 Section 15. Parking on the various streets and portions of streets in the
13 City of Port Angeles shall be as follows;
14 (a) On the following streets and portions of streets, all cars shall
15 be angle parked, as defined herein:

(b) On all other streets and portions of streets in the City cars
Both sides of Front Street from Lincoln Street to Oak Street.
Both sides of First Street from Lincoln Street to Valley Street.
The east side of Oak Street from Front Street to Railroad Avenue.

(c) Where parking lines are painted upon the streets, either for parallel
or angle parking, all cars shall be parked to conform to the parking lines
and not otherwise.
24 LIMITS OF TIME FOR PARKING
25 4. Section 4. That Section 16 of Ordinance No. 1020 shall be amended to read as
26 follows:
27 Section 16. On the following designated streets and parts of streets, parking:

following parking limits shall be observed and maintained:
Between 8:00 a.m. and 6:00 p.m. on said portions of said streets the limit
time for parking shall not exceed one hour.
(b) On Lincoln Street from Second Street to Third Street and on First
Street from Oak Street to Cherry Street, the following parking limits
shall be maintained:
Between 8:00 a.m. and 6:00 p.m. on said portions

26 6 :00 p.m. and 10:00 p.m. on said portion of said street, the limit of
27 time for parking shall not exceed fifteen minutes.

14 Beginning at a point on the south curb line of Front Street and a
15 point 90 feet east of the east margin of Laurel Street and thence run -
16 ning easterly a distance of 24 feet along said curb line.
17 Beginning at a point on the north curb line of First Street and a
18 point 30 feet westerly of the west margin of Lincoln Street and thence
19 running a distance of 24 feet westerly along said curb line.
20 Beginning at a point on the north curb line of First Street and a
21 point 94 feet east of the east margin of Cherry Street and thence run -
22 ning easterly a distance of 24 feet along said curb line.
23 Beginning at a point on the south curb line of First Street and a
24 point 130 feet west of the west margin of Laurel Street,and running

13 Streets, Laurel Street between Railroad Avenue and First Street, Lincoln
14 Street between Front and Third Streets, the following parking limits
15 shall be maintained:
16 Between two (2) a.m. and six (6) a.m. no cars or vehicles of any kind shall be
17 parked or left standing.

Section 5. That Section 17 of Ordinance No. 1020 shall be amended to read as
20 follows:
21 Section 17. The following parts of streets within the City of Port Angeles are
hereby declared to be designated as Arterial Streets, to -wit:
23 (a) First Street from the easterly City Limits to the westerly edge
24 of Valley Street.

25 : (b) Front Street from the easterly boundary of.Race Street to the
26 westerly boundary of Oak Street.
27 (c) Lincoln Street from Railroad Avenue to the southerly boundary of
28 the City.
29 (d) Marine Drive from Valley Street westerly to B Street.
• 30 (e) 8th Street from Race Street to 0 Street
31 (f) C Street from Lauridsen Boulevard to -8th Street.

1 (g) 5th Street from B Street to M Street.
2 (h) Race Street from the south margin of First Street to Lauridsen
3 Boulevard.
4 (i) Peabody Street from the south margin of First Street to Lauridsen
5 Boulevard.
6 (j) Cherry Street from the north margin of Third Street to the north
7 margin of 8th Street.
8 Section 6. That Section 19 of Ordinance No. 1020 is hereby amended to road
9 as follows:
10 Section 19. The following additional rules and requirements shall be applied
11 to the street intersections hereinafter described.
12 (a) At the intersection of Laurel and First Streets, all vehicles shall
13 be required to come to a full stop before entering the intersection from
14 any direction.
15 (b) At the intersection of 8th and 0 Streets, all vehicles shall be
16 required to come to a full stop before entering the intersection from
17 any direction.
'18 (c) At the intersection of First and Oak Streets, all vehicles shall
19 be required to come to a full stop before entering the intersection from
20 any direction.
21 Section 7. That Section 23 of Ordinance No. 1020 shall be amended to read as
22 follows:

Section 23. It shall be unlawful to operate a motor vehicle within the City
24 of Port Angeles at speeds in excess of those hereinafter set forth under circum-
25 stances and at the locations designated.
26 (a) Twenty (20) miles per hour when passing schools on school days
27 between eight (8:00) a.m. and five (5:00) p.m.
28 (b) Twenty (20) miles per hour when passing a municipal or school play 1
29 r ground between seven (7 :00) a.m. and eight (8 :00) p.m, or when traver-

30 t sing a grade crossing of any railroad. 1
31 (c) Twenty (20) miles per hour across any street intersection in the City.

1 (d) Twenty -five (25) miles per hour on any street within the limits
2 of the City except as herein otherwise provided.
3 (e) Twenty -five (25) miles per hour on Marine Drive between the bridge
4 at the lagoon water -way and the oil tanks lying north of the Washington
5 Pulp and Paper Company factory buildings.
6 (f) Fifteen (15) miles per hour in any alley in the City.
7 (g) Thirty -five (35) miles per hour on First Street from the east City
8 limits to the east boundary of Race Street; and on Lauridsen Boulevard

from the west margin of C Street to the east margin of M Street; and on
Marine Drive from the 35 mile per hour speed sign east of the plant of
the Washington Pulp and Paper Corporation to the 15 mile:per hour speed
sign one thousand feet west of the Salmon Club Clubhouse on Ediz Hook.
(h) Fifteen (15) miles per hour from the City limits on Ediz Hook
westerly a distance of fifteen hundred feet along Marine Drive.
Section 8. COMMERCIAL ZONES.
Beginning at a point on the east curb line of Laurel Street and a point 83 feet
17 !north of the north margin of Front Street and running thence northerly a distance
18 of 16 feet.
19 Beginning at a point on the north curb line of Front Street and a point 90 feet
• 20 ,west of the west margin of Lincoln Street and thence running westerly a distance of

6 • Section 9. That there is urgent necessity and emergency for the passage and
7 ladoption and taking effect of this ordinance for the immediate preservation of the
8 'public peace and safety, which urgency and emergency is now hereby stated and de-
• 9 iclared. Therefore, this ordinance shall take effect and be in effect and full
10 force from and after and immediately upon its passage, approval and lawful publica-
