ORDINANCE NO. 1098
AN ORDINANCE setting forth an emergency affecting the public health and safety;
requiring expenditures unforeseen; providing for the issuance of emergency warrant
3 and declaring an emergency making the ordinance immediately effective.
4 THE CITY C0MISSION OF THE CITY OF PORT ANGELES DCES ORDAIN AS FOLLOWS:
Section 1. That because of additional service required on account of the
6 Federal Emergency Defence Program, it has been necessary to add an additional
7
patrolman to the Police Department and provide far extra office records and
8 department maintenance supplies, which was not and could not have been anticipated
at the time of preparing the budgets for certain departments in the Current
10 , Expense Fund, the amounts provided for in the Current Expense Fund are not
11 sufficient and the amounts required in excess of the funds available are as
12 follows:
13 Current Expense Fund:
14 Police Department 12500.00
15 Section 2. That the expenditures made in excess of the amount of the budgets
16 were for the protection and safety of the inhabitants of the City;
17 Section 3. That by reason of the facts stated, an emergency is hereby
18 declared to exist which will require the issuance of emergency warrants to provide
19 for the said expenditures in amounts required, the payment of such warrants to be
20 considered in the preparation and adoption of budgets for the respective depart -
21 ments;
22 Section 4. That the Mayor and City Clerk are hereby authorized to execute,
23 sign and deliver emergency warrants upon the Current Expense Fund for the
24 required expenditures not to exceed the sums mentioned in Section 1 hereof;
25 Section 5. That because of the facts, the adoption of this ordinance is
26 urgent and necessary for the public peace, health and safety of the inhabitants
27 of the City, which emergency is declared to exist, and this ordinance shall take
28
effect and be in force from and after its passage, approval and lawful publication.
29 Passed first reading by the City Commission January 7, 1942.
30 Passed second reading by the City Commission January 7, 1942.
Passed third reading and finally passed and adopted by the City Commission
