An Ordinance setting forth an emergency affecting the public health and
2 safer? "requiring expenditures unforeseen; providing for the issuance of
3 emergency warrants; :declaring an emergency making the ordinance immediately
4 effective.

6 Section 1.. That because of the construction of the Peninsula Plywood
7 Corporation and the further development of the Coast Guard and the 1aval Air
8 Base on Ediz Hook Lighthouse Reservdtion and other industrial development, it

has become necessary to replace the old decayed wood pipe line on P�inth Street
from Chase Street East to Jones Street relief tank, and ":est on ninth Street
from Cherry Street to "E" Street and South on "y" Street to the reservoir on
Eleventh Street in order to safely furnish the necessary water service required
on account of said construction, which said necessity for replacing the said
decayed wood pipe line was not and could not have been anticipated at the time
of preparing the budget and the amounts provided in the dater Fund are not
sufficient and the amount required in excess of the funds available are as
follows:
;Pater Fund $50,000.00
Section 2; That the expenditures made in excess of the amount of the
budgets are for the protection and safety of the inhabitants of the City.
Section 3, That by reason of the facts stated, an emergency is hereby
declared to exist which will require the issuance of emergency warrants to
provide for the said expenditures in amounts required, the payment of such
warrants to be considered in the preparation and adoption of budgets for the
departments. -

Section 4. That the ?.ayor and City Clerk are hereby authorized to execute
sign, and deliver emergency warrants upon the ' ;rater Fund for the required expend

itures not to exceed the sum mentioned in Section 1 hereof.
Section 5. That because of the facts, the adoption of this ordinance is
argent and necessary for the public peace, health and safety of the inhabitants

1 of the City, which emergency is declared to exist, and this ordinance shall
2 take effect and be in force from and after it's passage, approval and lawful
3 publication.
4 Passed first reading by the City Commission Larch 25, 1942.
5 Passed second reading by the City Commission March 25, 1942.
6 Passed third reading and finally passed and adopted by the City Commission
7 zpril, 1, 194.
Approved and signed by the Mayor April, 1, 1942.
