1 AN ORDINANCE setting forth an emergency effecting the public health and
2 safety; requiring expenditures unforeseen; providing for the issuance of emergency;
3 warrants; and declaring an emergency making the ordinance immediately effective.
4 THE CITY C0I ISSI0I7 OF THE CITY OF PORT ANGELES DOES ORDAIN AS FOLLO;7S:
5 Section 1. That owing to the increase in the use of electric current,
6 over that anticipated for use by the Peninsula Plywood Corporation, also by the
7 construction of the Olympic Shipbuilders, Inc. shipyard and the new Army camps
8 and cantonments, it has been necessary to purchase considerable more power than
9 provided for in the budget for the year 1942, further, that the dim -out orders
10 issued by the ;+'esters Defense Command, have caused considerable extra expense
11 in the street lighting system, and which extra use of power and expense for the
12
conforming with the dim -out orders, could not have been anticipated at the time
13 of preparing the budget for the year of 1942, and that the amounts provided in
'14 the Light Department Fund are not sufficient and the amount required in excess
15 of the available funds are as follows:

Light Fund $25,000.00
17 Section 2. That the expenditures made in excess of the amount of the budget
18 are for the protection and safety of the inhabitants of the City.
19 Section 3. That by reason of the facts state, an emergency is hereby
20 declared to exist which will require the issuance of emergency warrants to provide
21 for the said expenditures in amounts required, the payment of such warrants to
22 be considered in the preparation and adoption of budgets for the department.

23 Section 4. That the Mayor and City Clerk are hereby authorized to execute,
24 sign and deliver emergency warrants upon the Light Fund for the required expendi-
25 tures not to exceed the sum mentioned in Section 1 hereof.
26 Section 5. That because of the facts, the adoption of this ordinance is
27 urgent and necessary for public peace, health and safety of the inhabitants of the;
28 City, which emergency is declared to exist, and this ordinance shall take effect
29 and be in force from and after its passage, approval and lawful publication.
30 Passed first reading by the City Commission, December 23, 1942.
31 Passed second reading by the City Commission December 23, 1942.
Passed third reading and finally passed and adopted by the City Commission
2 December 30, 1942.
3 Approved and signed by the Mayor December 30, 1942,
