A: ORIINANCF setting forth an emergency affectin the peace, health
end safety, requiring expenditure s unforseen, providing for the is-
suance of emergency warrants, and declari nI? en emergency making this
ordinance immediately effective.
TI;T' CITY CO' 'FISSION 01' THE CITY ON PORT ANGELES LOTS ORDAIN, as
rollows:
Section 1. That because of changes in the distribution of %.ork
in the Light Department, Department of Parks and Hayfields, and the
Street ]Department, by which changes the duties of inspector in the
r:ig t Department Pre combined with some duties of the Superintendent,
under the office of resistant Snperintendent and Inspector., and be-
cr:.uee of the necessity of orovi. ling caretakers for Lincoln City Park,
Jessie "ebster and 'Yric son Hayfields, and because or the further
necessity and creation of the position of Street Superintendent, which
changes and additional expenses were not and could not have been
enticioated at the time of preparing the budget of ex.°enditures for
1946, the anounte provided in the Light Fund, par Fund ana Street
'und, are not sufficient, en, tl'e amounts required in excess of the
funds available are as folio' s:
Light Fund 3600.00

Section 2. That the expenditures made and to be made in excess
of the amount in the budget were and ere•for the protection of the
safety of the inhabitants of the City.
Section 3. That by reason of the facts stated, an emergency is
hereby declared reeuirine the iseuence of er'errency Warr nts to pro-
vide for the said expenditures in the amounts required, the payment
of such warrants to be considered in the preparation and adoption
of budgets for the respective departments.
Section 4. That the '- ".eyor and City Clete, are hereby euthorized
o execute, sign and deliver emergency -a=nts upon the Liebt Fund,

•
Street Fund and Perk Fund for the required expenditures of not to
exceed the sums mentioned in section 1 hereof.
Section 5. That because of the facts, the adoption of this ord-
inance is urgent and necessary for the 'Public Peace, health and safety
of the inhabitants of the City, which emergency is declared to exist,
and this ordinance shall take effect and be in force from. and after
its passage, eooroval and lawful publication.
Passed first reading by the City Commission this 20th day of
February, 1946.
