ORDINANCE NO. //6f,
AN ORDINANCE relating to dogs and other animals; provid-
ing for a city pound master; 'prescribing his duties; fixing
penalties; repealing Ordinance No. 818 and Sec. 4 of Ordinance
No. 673, and declaring an emergency. '
THE CITY COMMISSION OF THE CITY OF PORT ANGELES DOES OR-
LAIN AS FOLLOWS: �t /-2(-1=7
Section 1. It shall be unlawful for any person, being the
owner or having the control of any dog, in the City of Port Ange-
les, to allow the same to run at large or to be upon the streets and
alleys of the city unless such dog shall be under the immediate con-
trol of the person owning or charged.. with the care thereof.
Section 2. It shall be unlawful at all times for any per -
sop being the owner or having the control of any dog, to allow
such dog to-be upon any public play ground in the City of Port An-
geles or on or about any public school or the premises and grounds
of any school building in the City of Port Angeles.
Section 3. There is hereby established for the City of
Port'Angeles a pound for the restraint and care of dogs and other
domestic animals taken up for violation of any ordinance of the
city, such pound to be under the management of a pound master ap-
pointed by the Chief of Police and subject to his supervision and
direction.
Section 4. It shall be the duty of the pound master to
take up any dog or other animal found running at large in the city
in violation of any ordinance, and any dogs not licensed as pres-
cribed by ordinance. In cases where the owner is known he shall be
given personal notice by the Police Department of the impounding

of said animal, and in the event of his failure to redeem the same
and to pay all charges due the city, including the license fee, if
any is required, within twenty -four hours of said notice, the animal
may be destroyed or otherwise disposed of. Unlicensed dogs, if un-
claimed within forty -eight hours after impounding, may be destroyed.

Section 5. The pound master,Vsubject to the approval of
the Police Chief, shall have the right to prescribe reasonable fees
for the takixig up, maintenance and destruction of animals in his
care, which shall be in addition to any other penalties prescribed
by ordinance.} �.

Section 6. The police officers and the pound master shall
have authority to destroy any animal found at large not in custody
of the owner thereof which shall have been severely injured by traf-
fic or otherwise, or which shall be obviously diseased to such an
extent as to make it a menace to the public or other healthy animals.
Section 7. It shall be unlawful for any person,being the
owner or having the care, custody or control thereof, to keep, har-
bor or maintain any vicious or dangerous'dog oar other animal on or
doff his premises or in any public place in the city in a manner en-
dangering or likely to endanger any person or property, and it shall
be the duty of all police officers and the pound master to kill any
and all such animals found within the limits of the city. The
Police Judge shall have authority, in his discretion, in addition
to any other penalty imposed for violation of this section,to order
killed any such dog or other animal found to be vicious or dangerous,
as herein provided, and the cost thereof shall be taxed and collected
in the same manner as any other fine or cost in the case.
Section 8. Any person convicted for a violation of any of
the provisions of this ordinance shall be punished by a fine in a
sum not 'exceeding $15.00.
Section 9. Ordinance No. 818, Section.4 of Ordinance No.
673, and all other ordinances or parts of ordinances in conflict
herewith, are hereby repealed.
Section 10. This ordinance is declared to be necessary
for the immediate public welfare of the inhabitants of the city
and an emergency is hereby declared to exist and this ordinance
shall be in full force and effect after its passage and publica-
tion.
