ORDINANCE NO. 1177
AN ORDINANCE setting forth an emergency affecting the public
health and safety; requiring expenditures unforseen; providing for
the issuance of emergency warrants; and declaring an emergency,
making the ordinance immediately effective.
THE CITY COMMISSION OF THE CITY OF PORT ANGELES DOES ORDAIN
AS FOLLOWS:
Section 1. That because of the unforseen and unexpected
necessity of purchasing a new garbage dump site for the City,
occasioned by the fact that the site formerly used has become a
nuisance to residents of the surrounding property and has become
unsanitary and a menace to health, which expense was not, and could
not have been anticipated at the time of preparing the budget for
the Sanitation Fund, the amount provided in said fund is not suf-
ficient, and the amount required in excess of the funds available
to cover said expenditure is Three thousand three hundred fifty
( 3,350.00) Dollars.
Section 2. That the expenditure made in excess of the amount
of the budget is for the protection and safety of the inhabitants of
the City.
Section 3. That by reason of the facts stated, an emergency
is hereby declared to exist which will require the issuance of
emergency warrants to provide for said expenditure in the amount
required, the payment of such warrants to be considered in the pre-
paration and adoption of the budget for the Sanitation Department.
Section 4. That the Mayor and City Clerk are hereby author-
ized to execute, sign and deliver emergency warrants upon the
Sanitation Fund for the required expenditure not to exceed the sum
mentioned in Section 1 hereof.

Section 5. That because of the facts, the adoption of this
ordinance is urgent and necessary for the public peace, health and
safety of the inhabitants of the City, which emergency is declared
J to exist, and this ordinance shall take effect and be in full farce
from and after its passage, approval and lawful publication.
Passed first reading by the City Commission January 29, 1947.
Passed second reading by the City Commission January 29,1947.
Passed third reading and finally passed and adopted by the
City Commission February S , 1947.
