ORDINANCE NO. /22 if
AN ORDINANCE stating the facts of an emergency affecting
the public peace, safety and welfare of the City of Port Angeles;
requiring the unforeseen expenditure of funds; providing for the
issuance of emergency warrants and declaring an emergency.
TUE CITY COMMISSION OF THE CITY OF PORT ANGELES DOES ORDAIN
as follows:
Section 1. That by reason of sudden unanticipated and pro-
longed illness, Captain James Gallagher of the police force of the
'City of Port Angeles has become unable to discharge his duties as
a member of such police force and is now on accumulated sick leave
with pay. That by reason thereof it has become necessary to assign
the duties of_the said Captain Gallagher to another member of said
(department. That by reason of such events a condition of short- •
handedness exists in the ranks of the patrolmen of said Police De-
partment, which necessitates the immediate appointment of another
member of said Police Department with the rank of patrolman. That
such appointment is necessary to maintain the efficiency of the
:Police Department of the City of Port Angeles and to enable it to
`properly discharge its duties and functions and constitutes an
emergency.
Section 2. That by reason of the facts above stated an
Hmergency exists, which requires the expenditure of funds in ex-
cess of funds provided in the budget of the City of Port Angeles
for the year 1950 for the above purposes in the amount of 0900.00.
That the expenditure of such funds are necessary for the protection
and preservation of the public peace, safety and welfare of the
inhabitants of the City of Port Angeles. That the expenditure of
IM such funds requires the issuance of emergency warrants in the total'
amount of $900.00. That such emergency warrants shall be issued
and shall be paid from any monies on hand in the treasury of the

City of Port Angeles, properly chargeable with such expenditures,
and the Mayor and City Clerk are hereby authorized to execute,
sign and deliver, and the City Treasurer to pay such emergency
warrants on and from such funds.
Section 3. That the amount of such emergency warrants
shall be included and provided for in the annual budget of the City
of Port Angeles for the year 1951, and such budget shall include
tax levies sufficient to reimburse the fund or funds out of which
such emergency warrants are paid.
Section 4. That this ordinance is necessary and urgent
for the preservation and protection of the public peace, safety and
welfare of the people of the City of Port Angeles, that an emer-
gency exists, and that this ordinance shall take effect and be in
force immediately its passage, approval and publication in the
manner provided by law.
