ORDINANCE NO. /227
AN ORDINANCE relating to public health and sanitation, the
collection and disposal of garbage, trash and refuse and amending
Sections 5 and 12 of Ordinance No. 1129 as amended by Sections 1 and
2 of Ordinance No. 1163.
THE CITY COMMISSION OF THE CITY OF PORT ANGLES DOES ORDAIN
IAS FOLLOWS:
Section 1. That Section 5 of Ordinance No. 1129 as amended by
Section 1 of Ordinance No. 1163 be further amended to read as follows:
Section 5. It shall be the duty of every person in the
possession, charge, or control of any dwelling, flat, rooming house,
apartment house, trailer camp, hospital, hotel, school, club, restau -,
rant, boarding house or eating place, or in the possession, charge or
control of any public or private place of business or manufacturing
establishment or any other place or premises where garbage, refuse,
trash or offal shall originate or be created or accumulated within
the City of Port Angeles at all times from and after the date of this
ordinance becomes effective, to keep or cause to be kept portable
containers of approved size, type and construction as hereinafter pro
vided, and to deposit or cause to.be deposited therein such garbage,
refuse, trash or offal except as hereinafter provided.
It shall be compulsory to take a collection service for gar-
bage, refuse, trash and offal provided by the .City of Port Angeles
within the limits of the City of Port Angeles, except as herein pro-
vided. Every residence within the City of Port Angeles receiving
water from the City Water Department shall be billed for the collec-
tion of garbage, trash, refuse and offal at the same time such resi-
dence is billed for water, and shall pay•for such collection service
in the same manner and within the same limits of time as are pro-
vided for the payment of charges for water furnished to such resi-
dence, and at the minimum rate hereinafter provided.

Section 2. That Section 12 of Ordinance No. 1129 as amended
by Section 2 of Ordinance Uo. 1163 be amended to read as follows:
Section 12. Rates for the collection and disposal of ,;arba:e,
,trash, refuse and offal as defined in Ordinance No. 1129 shall be the
.sum of Seventy -five Cents (75¢) per month for the first container and
Fifty Cents (50¢) per month for each additional container. Provided,
that any indigent person may apply to the City Commission for relief
from the payment of such collection rate, and if, upon the recommenda-
tion of the Superintendent of the Sanitation .0epartment, the City
Comission shall find that the applicant is an indient person, and
that the payment of such collection charges will constitute an undue
hardship upon such applicant, the Commission may order such collec-
tion service rendered to the residence occupied by such indigent per-
son v.ithout charge.
Section 3. This ordinance shall be in full force and effect
from and after thirty (30) days from the date of its passage and pub-
lication in the manner provided by law.
