AN ORDINANCE stating the facts of an emergency affecting
the public health safety and welfare of the City of Port Angeles;
,requiring the unforeseen expenditure of funds; providing for the
issuance of emergency warrants and declaring an emergency.
THE CITY COMMISSION OF THE CITY OF PORT ANGELES DOES ORDAIN
as follows:
Section 1. That by reason of unexpected, unforeseen and un-
usually violent flood conditions and consequent erosion in Morse
Creek and its tributaries, from which the water supply of the City
of Port Angeles is in part taken, and by reason of unexpected and
'unforeseen slides along the main water supply lime from the Morse
Creek Dam to the City of Port Angeles, and by reason of the unex-
pected and unforeseen collapse of a certain bridge or trestle on
East Third Street in the City of Port Angeles, which bridge or
trestle carries one of the distribution mains of the City of Port
Angeles water system, and by reason of the unforeseen and unexpected
failure and collapse of certain wooden distribution mains in the
City of Port Angeles, the continued operation of the main domestic
water supply system of the City of Port Angeles has been seriously
limpaired and jeopardized. That unless such conditions are corrected
and repaired such water system and the operation thereof will be
further impaired and further jeopardized.
That the correction and repair of the above described con-
dition require the installation of new power operated screens at
the intake of the water supply system on Morse Creek, the reloca-
tion of the main water supply line in the area where such slides
have occurred, the repair and replacement of the supports of the
distribution main on East Third Street and the,replacement of cer-
.tain portions of the distribution system.

Section 2. That the cost of repairing and correcting the
damage already caused and erecting further worms to prevent the re-
it
.currence and extension of such damage and the occurrence of further
damage is the sum of approximately $30,500.00, all of which sum is
in excess of any funds now available in the budget of the City of
Port Angeles. That the amount provided in such budget and the
various funds thereof was insufficient to meet the expenses of cor-
recting and repairing the damage already occurred or erecting suit-
able works to prevent further damage.
Section 3. That the expenditures to be made in excess of the
funds provided in the budget of the City of Port Angeles for the
year 1950 for the above purposes are for the protection and preser-
vation of the public health, peace and safety of the inhabitants
of the City of Port Angeles and could not reasonably have been fore-
seen at the time of the preparation and adoption of the budget of
said City for the year 1950.
Section 4. That by reason of the facts above stated an
emergency exists which requires the issuance of emergency warrants
to provide for said expenditures in the sum of $30,500.00. That
such emergency warrants shall be paid from any monies on hand in
the treasury of the City of Port Angeles, properly chargeable with
such expenditures, and the Mayor and City Clerk are hereby author -
i ized to execute, sign and deliver and the City Treasurer to pay
such emergency warrants on and from such fund.
Section 5. That the amount of such emergency warrants shall
be included and provided for in the annual budget of the City of
(Port Angeles for the year 1951, and such budget shall include tax
levies sufficient to reimburse any fund or funds supported by
general tax monies from which such emergency warrants or any of
them shall be paid.

Section 6. That this ordinance is necessary and urgent for
the preservation and protection of the public peace, health and
,safety of the people of the City of Port Angeles, that an emergency
exists and this ordinance shall be in full force and effect immedi-
'aiely upon its passage, approval and publication in the manner pro-
vided by law.
Passed first reading by the City Commission August X, 1950.
Passed second reading by the City Commission August 7_, 1950.
Passed third and final reading and adopted by the City
Commission August %, 1950.
