AN ORDINANCE stating the facts of an emergency affecting
the public safety, welfare and convenience of the City of Fort
Angeles; requiring the unforeseen expenditure of funds; providing
, for the issuance of emergency warrants and declaring an emergency.
THE CITY CONSMISSION OF THE CITY OF PORT ANGELES DOES ORDAIN
as follows:
Section 1. That by reason of unexpected, unforeseen and
unusually severe winter weather and freezing during the winter of
1949 and 1950, the arterial streets of the City of Port Angeles
' were severely damaged and partially destroyed.
That by reason of
such condition the Planning Commission of the City of Port
Angeles recommended to the City Commission of said City a program
for the permanent draining and paving of such arterial streets,
which program was adopted by the City Commission. That by reason
of the low value of much of the property abutting upon such arter-
ial streets, it was necessary and advisable that a portion of the
expense of such paving project be borne by general obligation bonds.
That in order to pay the interest upon such general obligation
bonds and retire the same, if issued, it would be necessary for the
City of Port Angeles to levy taxes in excess of the 15 mill limit
upon levies for cities provided by law. That the amount of such
general obligation bonds, if issued, would exceed the constitu-
tional indebtedness limit of the City of Port Angeles. That in
order to authorize the issue of such general obligation bonds and
the levying of taxes for the payment of interest thereon and the
retirement thereof, it was necessary to submit the proposition of
such issuance and levy to the electorate of the City of Port
Angeles at a special election.

Section 2. That the cost of such special election is the
1 sum of 32,000.00, all of which sum is in excess of any funds now
available in the budget of the City of Port Angeles. That the
amount provided in such budget and the various funds thereof is
insufficient to meet the expenses of holding such election.
Section 5. That the expenditures to be made in excess of
the funds provided in the budget of the City of Port Angeles for
the year 1950 for the above purposes are for the protection and
preservation of the public welfare, safety and convenience of the
inhabitants of the City of Port Angeles and could not reasonably
have been foreseen at the time of the preparation and adoption of
the budget of said City for the year 1950.
Section 4. That by reason of the facts above stated an
emergency exists which requires the issuance of emergency warrants
to provide for the expenses of such election and such expenditures
' in the sum of $2,000.00. That such emergency warrants shall be
paid from any monies on hand in the treasury of the City of Port
Angeles, properly chargeable with such expenditures, and the
Mayor and City Clerk are hereby authorized to execute, sign and
deliver and the City Treasurer to pay such emergency warrants on
and from such fund.
Section 5. That the amount of such emergency warrants shall
be included and provided for in the annual budget of the City of
Port Angeles for the year 1951, and such budget shall include tax
levies sufficient to reimburse any fund or funds from which such
emergency warrants or any of them shall be paid.
Section 6. That this ordinance is necessary and urgent
for the preservation of the public safety, welfare and convenience
" of the people of the City of Port Angeles, that an emergency ex-
ists, and this ordinance shall be in full force and effect immed-
iately upon its passage, approval and publication in the manner
provided by law.
