AN ORDINANCE relating to the sale of electrical energy by the manic-
monthly
ipal Light and Power System of the City of Port Angeles; prescribing/rates,
terms and conditions of the sale of such energy and the furnishing of electrical
service, amending Ordinance No. 890 of the City of Port Angeles and repealing
curtain ordinances and parts of ordinances in conflict herewith.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DO ORDAIN AS FOLLOWS:
Section 1. That Section 17 of Ordinance No. 890 as amended by Ord-
inance No 1247 of the City of Port Angeles be and the same is hereby amended
to read as follows:
Schedule 1. Commercial and residential water heating: AVAIL-
ABILITY CLAUSE: This service shall be off -peak, single phase at a
nominal potential of 120/240 volts and is available for a maximum of
18 hours per day. -
The City will furnish, connect to the customer's wiring and re-
tain ownership of a suitable control device to regulate the hours of
use. Installations over 4800 watts shall be equipped with a suit-
able relay furnished by the customer.
This service shall be metered on a circuit which shall include
all the heaters for one or more storage tanks but exclude all other
services.
Service under this schedule may be limited to 6,000 watts capacity
at the City's option. The following are the maximum allowable capac-
ities for tank heaters:
30 gallon tank-or smaller, 75 watts per gallon
40 gallon tank, 62.5 watts per gallon
over 40 gallon tank, 60.0 watts per gallon.
Heating elements shall be non - inductive and installations in
excess of 1250 watts shall consist of two elements, each to be protected
by a thermostat, the base thermostat shall be set to maintain water
not hotter than 170 degrees and the top thermostat to maintain water
not hotter than 150 degrees Farenheit. One element shall be placed
to heat the whole tank and the other to heat the upper part of the
tank. The capacity of the upper element shall not exceed twice that
of the lower element.
To provide adequate and economical hot water service for the
customer, the tank, and heater if external, shall be covered with
sufficient heat insulation as approved by the City.
Each installation shall be provided with a pressure - relief
valve that will properly protect the tank and piping from excessive
pressure. All installations shall be provided with a check -valve
that will prevent the hot water from entering the cold water line
and prevent drainage of the hot water tank in case the water supply
should fail.
Other methods of heating the water shall not be directly con-
nected to the insulated storage tank.
RATE: 8 Mills per Kilowatt Hour
Minimum charge of $1.00 per month.
Schedule 2. Residential Service. This schedule covers general
residentail lighting, heating, cooking and uncontrolled water heating.

Wesix Heat Control or equal, furnished by the customer, must be
installed on all new installations using Electric Heat, and the min-
imum shall be $7.00 per month.
Schedule 3. Optional all electric residential lighting, cooking
and water heating rate available only to single family residence where
premises are wired for water heating peak limiting control. No
electric space heating permitted under this schedule. Water heating
equipment shall meet the specifications of Schedule 1 herein, but
limited to a minim,m, size of 40 gallons per residence.

LOAD FACTOR DISCOUNT
A discount of 50% of the energy charge otherwise applicable shall
be allowed for all Kilowatt Hours used in excess of 360 times the
measured demand.
No rate or charge shall be made, allowed, charged, billed or paid
which shall yield to the City an average return of less than 8 mills
per kilowatt hour for electrical energy furnished under this schedule
until such time as the City shall obtain its electrical energy require-
ments directly from Bonneville Power Administration.
On loads in excess of 100 Horsepower the City reserves the right
to meter at primary voltage under this schedule.
An additional discount of 5% from gross billing will be granted to
customers owning and maintaining substations and associated equipment
for their exclusive use and taking energy at primary distribution
voltage.
Customers are required to maintain a power factor of 95% or better.
The superintendent may, at his discretion, when any inductive load
causes unsatisfactory conditions on the City's system, install reactive
Kilovolt- ampere -hour meters and adjust the registered maximum demand for
calculating the bill as follows:
If the average power factor at which electric energy is delivered
to the consumer during the billing period is 0.85 or more, no adjust-
ment will be made in the registered KW demand. If such average power
factor is less than 0.85, then the registered KW demand shall be
adjusted by multiplying by 0.95 and dividing the result by the average
power factor.
Unless specifically otherwise agreed, the City shall not be obli-
gated to deliver electric energy to the consumer at any time at a
power factor below 0.75. The average power factor is determined as
follows:

The meter for measurement of reactive Kilovolt- ampere -hours shall
be ratcheted to prevent reverse registration.
The billing demand used may be either a fifteen minute registered
demand *estimated demand or a computed demand.
The registered demand shall be the demand occurring within a
fifteen minute interval on appropriate and customary measuring device(s)
installed by the City.
The estimated demand may be a quantity otherwise determined by
test or inspection of the premises served.
The computed demand may be determined by the division of monthly
Kilowatt hours used divided by operating hours.
All such demands may be adjusted for power factor conditions pre-
vailing as determined by the City.
This schedule is based on a single delivery voltage of either
single or three phase at 120, 120/240, 440 or primary voltage. Add-
itional services shall be seperately metered and billed.
Schedule 5.
STREET LIGHTING SERVICE
The rate for the City of Port Angeles Street Lighting shall be
two cents per kilowatt hour, which rate shall include all necessary
electrical energy and complete maintenance of the street lighting
system.
All other municipal service shall be charged for at the rate or
rates applicable for similar private service. Churches may be billed
at residential rates with all options available to residential customers.
Special contracts may be entered into on a guaranteed revenue basis
but such contracts shall be subject to approval of the City Council if
the term thereof exceeds five years.
Section 2. That Ordinances No. 913 passed October 1, 1930, No. 977
passed July 27, 1932, No. 1138 passed July 18, 1945, and No. 1247 passed April
30, 1951 and all other ordinances and parts of ordinances of the City of Port
Angeles in conflict herewith be and the same are hereby repealed.
Section 3. This ordinance shall be in full force and effect five
days from and after its passage and lawful publication.
