ORDINANCE NO. 1 317
AN ORDINANCE relating to the use of public streets, alleys
and public places in the City of Port Angeles, designating arterial
streets; specifying restricted zones and establishing parking regu-
lations and requirements, and amending Sections Nineteen (19),
.Twenty (20), Twenty One (21), Twenty Two(22) and Twenty eight (28)
of Ordinance No. 1310 adopted August 6, 1953 and repealing Ordinance
;No. 1347 passed and approved May 19, 1955.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DO ORDAIN AS
follows:
SECTION I. That section Nineteen (19) of Ordinance
Number 1310 be amended to read as follows:
Section 19. Parking on the various streets and portions
of streets in the City of Port Angeles shall be as follows:
(a) On the following streets and portions of streets all
cars shall be angle parked as defined herein.'
(1) Both sides of Front Street from Lincoln Street to
Oak Street.
(2) Both sides of First Street from Lincoln Street to
Oak Street.
(3) The Eas -t side of Oak Street from Front Street to
Railroad Avenue.
(b) On all other streets and portions of streets in the
City, cars shall be parked parallel to the curb.
(c) Where parking lines are painted upon the streets,
cars shall be parked to conform to such parking lines and
not otherwise.
SECTION II. That section twenty (20) of Ordinance Number
11310 be amended to read asfollows:
Section 20. On the following designated streets and parts
of streets, parking of cars shall be subject to the following limits*
(a) On Front Street between Oak Street and a point two
hundred (200) feet east of the east margin of Lincolm
Street; On First Street between Cherry Street and a point
One- hundred (100) feet east of the east margin of Chase
street. On Oak Street between Front Street and to the
alley between First and Second Street; On Laurel Street
between First Street and Railroad Avenue; On Lincoln
street between Third Street and Railroad Avenue; the
following parking limits shall be observed and maintained.
Between 9:00 a.m. and 6 :00 p.m. on said portions of said
streets the limit of time shall not exceed one hour.
(b) On Lincoln Street from Third Street to Eighth Street
and on Eighth Street from Lincoln Street to Laurel Street
and on Peabody Street f±om First Street to Third Street,
and Second Street from Vine Street to Chase Street between
the hours of 9:00 a.m. and 6:00 p.m. on said portions of
said streets the time limit shall be two hours, and on
First Street from a point One- hundred (100) feet East of
the easterly margin of Chase Street to Penn Street the
time limit shall be two hours day or night.

(c) Fifteen Minute Parking. Beginning at a point on the
north curb line of Front Street and the east margin of
Lincoln Street, and thence running easterly a distance
of Fifty (50) feet along said curb line; Beginning at a
point on the South curb line of Front Street and the east
margin of Oak Street, and thence running easterly along
said curb line a distance of fifty (50) feet; Beginning
at a point of the south curb line of First Street and
the east margin of Oak Street and thence running easterly
a distance of one hundred and twenty five .0.25) feet.
Beginning at a point on the south curb line of Front
street and the East margin of Laurel Street, and running
thence easterly a distance of fifty (50) feet; Beginning
at a point on the South curb line on First Street and the
Vest margin of Laurel Street, and running thence westerly
a distance of fifty (50) feet from said point.
Between 9:00 a.m. and 6:00 p.m. on said portions of
said streets the limit of time shall not exceed fifteen
minutes.
(d) Theatres. Beginning at a point on the South Curb
line of Front Street and a point one hundred and fifty
(150) feet east of the east margin of Laurel Street and
thence running easterly a distance of fity (50) feet
along said curb line; Beginning at a point on the north
curb line of First Street and a point One hundred and
fifty (150) feet east of the east margin of Laurel Street,
and thence running easterly a distance of fifty (50) feet
along said curb line; Also beginning at a point along the
curb line on the South line of First Street Fifty (50)
feet Westerly of the SouthWest corner of First and Lincoln
Street and thence running Westerly along said curb line
a distance of Thirty seven (37) feet; While shows are in
progress at any of said theatres, and for a reasonable
time prior thereto, and subsequent tljereto, no cars or
vehicles of any kind shall be parked in front of the same,
except for doading and unloading.
(e) Hotels. Beginning at a point on the South curb line
of Front Street and a point Two Hundred twenty -five (225)
feet east of the east margin of Oak Street; And thence
running a distance of twelve (12) feet along said curb line;
Beginning at a point on the South curb line of Front Street
and a point Ninety feet east of the east margin of Laurel
Street and thence running easterly a distance of twenty -
four (24) feet along said curb line; Beginning at a point
on the North curb line thirty (30) feet westerly of the ::est
margin of Lincoln Street, and thence running westerly a
distance of twenty four (24) feet along said curb lines;
Beginning at a point on the North curb line of First Street
and a point ninety four (94) feet east of the east margin
of Cherry Street; And thence running easterly a distance
of twenty. four (24) feet along said curb line. Beginning
at a point on the South curb line of First Street and a
point one hundred and Thirty (130) feet west of the west
margin of Laurel Street, and running westerly a distance of
thirty six (36) feet along said curb line.
Beginning at a point on the west curb line of Lincoln
Street and a point on the South Margin of Second Street
and running thence southerly a distance of twenty (20) feet
along said curb line.
No cars or vehicles of any kind shall be parked at any
time at said zones except for loading or unloading.
(f) Bus Depots and Bus Stands. Beginning at a poiht on
the aest curb line of Lincoln Street and a point one
hundred and fifty (150) feet North of the north margin of
Front Street and running thence northerly a distance of
fifty (50) feet. Beginning at a point on the South curb
line of Front Street and a point one hundred and fifty
(150) feet east of the east margin of Laurel Street and
thence running easterly a distance of fifty (50) feet
along said curb line.
Beginning at a point on the north curb line of First
Street and a point at the east margin of Laurel Streets
and thence running easterly a distance of forty (40) feet
along said curb line.
Beginning at a point on the north curb line of First
Street and the west margin of Lincoln Street, and running
thence northerly a distance of forty (40) feet along said c
curb line.
No cars or other vehicles of any kind shall be parked
at any time in said zones except for loading and unloading.
(g) Night Parking Limits. On Lincoln Street between
Third Street and Railroad Avenue on First Street between
Chase Street and Valley Street, on Laurel Street between
First Street and Railroad Avenue and on Oak Street between
First Street and Railroad Avenue, the following parking
limits shall be maintained.
Between 2 :00 a.m. and 5 :00 a.m. no cars or vehicles
shall be parked or left standing.
All cars parked in violation of the provisions of
this ordinance may be impounded.
SECTION III. That Section Twenty one (21) of Ordinance
Number 1310 be amended to read as follows:
Section 21. The following parts of streets within the
City of Port Angeles are hereby declared to be designated as art-
erial streets to wit:
I
(a) First Street from the easterly city limits from the
westerly edge of Valley Street.
(b) Front Street from the easterly boundary of Ennis
Street to the westerly boundary of Oak Street.
(c) Lincoln street from Railroad Avenue to the Southerly
boundary of the City.
(d) Marine Drive from Valley Street westerly to "B" Street.
(e) Eighth Street from Race to "C" Street.
(f) "C" Street from Lauridsen Boulevard to Fifth Street.
(g) Fifth Street from "8" Street to "M" Street.
(h) Race Street from the south margin of First Street to
Lauridsen Boulevard.
(1) Peabody Street from the South Margin of First Street
1 to Lauridsen Boulevard.
(j) Cherry Street from the North margin of Third Street
to the North margin of Eighth Street.
(k) Tumwater Truck Route from Marine Drive to its inter-
section with Secondary State Highway 9 -A.

SECTION IV. That section of twenty two (22) of ordinancd
u number 1310 be amended to read as follows: Section 22. It shall
be unlawful to operate a motor vehicle within the City of Port
Angeles at speeds in excess of those hereinafter set forth under
circumstances and at the locations designated.
(a) Twenty (20) miles per hour when passing schools on
school days between eight (8 :00) a.m. and five (5 :00)
p.m..
(b) Twenty (20) miles per hour when passing a municipal
or school play ground between seven (7:00) a.m. and eight
(8:00) p.m. or when traversing a grade crossing or any
railroad.
(c) Twenty (20) miles per hour across any street inter-
section in the City.
(d) Twenty -five miles per hour on any street within the
limits of the City except as herein otherwise provided.
(e) Thirty five (35) miles per hour on Lauridsen Boule-
vard on the West margin of icauxidxam RomiexarxsE Laurel
Street to the West boundary of City Limits and Tumwater
Access road from Marine Drive to its inter- section with
Secondary State Highway 9 -A.
(f) Fifteen (15) miles per hour in any alley in the City. -
(g) Thirty -five (35) miles per hour on First Street on
the east City Limits to the east boundary of Race Streets,
and ofi "C" Street from the south margin of Ninth Street to
Lauridsen Boulevard, and thence Westerly to the west
margin of the intersection of Euclid Avenue. Thirty -five
(35) miles per hour op Marine Drive from "A" Street to the
Washington Pulp and Paper Corporation and continuing to
the Coast Guard fence on Ediz Hook except as otherwise
posted. Thirty (30) miles per hour on Front Street from
the West Margin of Ennis Street to the east margin of
Lincoln Street.
SECTION V. That the title to and section twenty eight
(28) of ordinance number 1310 be amended to read as follows: Section
28. NOTICE TO APPEAR FOR UNLAJFUL PARKING RIGHT TO IMPOUND CARS,
'PROVISIONS FOR RECOVERY. Whenever any motor vehicle without an
operator is found parked or angled parked in violation of any of the
parking restrictions of this ordinance, the officer finding it shall
take its registration number and other information displayed on the
vehicle which may identify its users and affix conspicuously to such
vehicle a notice in writing, on a form provided by the Chief of
,Police for the operator to answer to the charge against him within
!seven (7) days, at a place specified in the notice.

Any person who wil fully neglects to answer to the charges
set forth in the notice so affixed shall be guilty of a violation
of this ordinance, regardless of the charges for which the notice
was originally issued.
The Police Department of the City of Port Angeles is here-
by authorized to impound all cars parked in violation of the provi-
sions of this ordinance. Such impounded vehicles may be recovered
by payment of the penalties assessed for the violation of the

ordinance plus all costs incurred in the impounding and returning

of said vehicle to the owner.
SECTION VI. That ordinance number 1347 approved May 19,
1955 is hereby repealed.
SECTION VII. This ordinance shall be in full force and
effect thirty (30) days after its passage, approval and lawful
publication.
