AN O-9.DINANCE of the City of Port Angeles, Washington
providing for the improvement of a certain area
within the City by the construction and installation
of sanitary trunk sewers, sanitary lateral sewers
and sanitary sub - sewers therein, includ ng manholes,
lamp holes and Wyes where needed, and by doing all
work necessary in connection therewith and incidental
thereto, pursuant to Improvement Resolution No. 178
of the City passed and approved June 5, 1958;
creating'an enlarged local improvement district
therefor; providing that the payment for said
improvements be made by special assessments upon
the property in said district, payable by the mode
of "payment by bonds"; and declaring an emergency.
WHEREAS, on the 5th day of June, 1958 the City Council
of the City of Port Angelea Washington adopted its Improvement
Resolution No. 178 declaring its intention to order the improve-
ment of a certain area within the City by the construction and
;installation of sanitary trunk sewers, sanitary lateral sewers
and sanitary sub - sewers, including manholes, lamp holes and Wyes
where needed, and by doing all work necessary in connection
therewith and incidental thereto, and fixing a time for hearing
on such resolution; and,
WHEREAS, such resolution was duly published in the manner
required by law and notice of said hearing was duly given to the
1 owners or reputed owners of all lots, tracts and parcels of land
or other property to be specially benefited by the proposed
improvement as shown on the rolls of the County Treasurer directed
to the address shown thereon; and,
WHEREAS, said hearing was held on June 30, 1958, as
provided in said resolution and notice, and after hearing all
protests and after due consideration of the same, the Council
determined to.order the construction of said improvements as set
forth and described in said Improvement Resolution No. 178 and
determined that an enlarged local improvement district be created
therefor with boundaries as set forth in said resolution and as
herein provided.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City
! of Port Angeles, Washington as follows:
Section 1. The area described in Section 2 hereof shall
be improved by the construction and installation of the following
described improvements:
A. Trunk Sewers
1. A 10" trunk sanitary sewer on the westerly side of "A"
Street from the existing manhole near the north margin of
10th Street on "A" Street to the alley between 22 th Street
and 13th Street.
2. An 8" trunk sanitary sewer on the westeri y side of "A"
Street from the alley between 12th Street and 13th Street
to the alley between 15th Street and 16th Street.
3. A 10" trunk sanitary sewer on the westerly side of "A"
Street from the alley between 15th Street and 16th Street
to the alley between 17th Street and 18th Street.
B. Lateral Sewers to be constructed from the above - described
trunk sewer
1. A 6" lateral sanitary sewer in the alley between 10th
Street and llth Street easterly, a distance of approxi-
materly 106 feet, in Block 321 Townsite.
2. An 8" and a 6" lateral sanitary sewer in the alley between
llth Street and 12th Street, through Block 351 Townsite.
3. A 6" lateral sanitary sewer on the southerly side of 12th
Street easterly, for a distance of approximately 121 feet,
in front of Block 373 Townsite. An 8" lateral sanitary
sewer westerly on said 12th Street in front of Block 372
Townsite, and a 6" lateral sanitary sewer in front of
Block 371 Townsite.
4. A 6" lateral sanitary sewer in the alley between 12th Street
and 13th Street, easterly, for a distance of approximately
121 feet in Block 373 Townsite. An 8" lateral sanitary
sewer, westerly, in said alley through Blocks 372 Townsite,
371 Townsite, 370 Townsite and 369 Townsite, and a 10"
lateral sanitary sewer for a distance of 315 feet to a man-
hole in Block 368, which is approximately 110 feet from
the westerly margin of "E" Street.
5. A 6" lateral sanitary sewer on the southerly side of 13th
Street from "A" Street easterly for a distance of approx-
imately 121 feet. An 8" and a 6" lateral sanitary sewer,
westerly, in said street in front of Blocks 394 Townsite,
395 Townsite, 396 Townsite, and a distance of approximately'
165 feet in front of Block 397 Townsite.
6. A 6" lateral sanitary sewer in the alley between 13th
Street and 14th Street, easterly, for a distance of approx-
imately 121 feet through Block 393 Townsite. An 8" lateral
sanitary sewer westerly from "A" Street in said alley
through Blocks 394 Townsite, 395 Townsite, 396 Townsite
and for a distance of approximately 165 feet through Block
397 Townsite.
7. A 6" lateral sanitary sewer on the southerly side of 14th
Street from "A" Street easterly for a distance of approx-
imately 171 feet. An 8" lateral sanitary sewer, westerly,
on said 14th Street in front of Blocks 415, Townsite, 414 1
Townsit e, 413 Townsite and a 6" lateral sanitary sewer on
said 14th Street a distance of approximately 235 feet in
front of Block 412 Townsite.
8. An 8" lateral sanitary sewer in the alley between 14th
Street and 15th Street, westerly through Blocks 415 Town-
site, 414 Townsite, 413 Townsite, and a 6" lateral sanitary
sewer through Block 412 Townsite for a distance of approx-
imately 235 feet.
9. A 6" lateral sanitary sewer, on the southerly side of 15th
Street, easterly, a distance of approximately 66 feet, in
front of Block 427 Townsite; an 8" lateral sanitary sewer
westerly on said 15th Street, in front of Blocks 428
Townsite and 429 Townsite.

10. An 8" and a 6" lateral sanitary sewer in the alley between
15th Street and 16th Street, westerly from "A" Street
through Blocks 428 Townsite, 429 Townsite, 430 Townsite
and 431 Townsite.
11. An 8" lateral sanitary sewer on the westerly side of "B"
Street from the alley between 15th Street and 16th Street
to the southerly side of 16th Street; an 8" and a 6" lateral
sanitary sewer on the southerly side of 16th Street in
front of Block 1012 Townsite.
12. An 8" and a 6" lateral sanitary sewer in the alley between
16th Street and 17th Street, westerly from "A" Street
through Blocks 10i3 Townsi e, 442 Townsite, 441 Townsite
and )1)10 Townsite.
13. An 8" lateral sanitary sewer in the alley between 17th
Street and 18th Street westerly from "A" Street through
Blocks ) 118 Townsite and 449 Townsite.
14. An 8" lateral sanitary sewer on the westerly side of "B"
Street from the alley between 17th Street and 18th Street
to the southerly side of 18th Street.
15. An 8" lateral sanitary sewer on the southerly side of 18th
Street in front of Block 456 Townsite.
Together with the necessary manholes, lamp holes and Wyes where
needed and all necessary appurtenances for such improvements,
and by doing all work as may be necessary in connection therewith
and incidental thereto, all in accordance with maps, plans and
specifications prepared by the City's Engineer and now on file
with the City Clerk, which maps, plans and specifications are
hereby adopted as those necessary and required for these improve-
ments.
Section 2. That there be and is hereby established an
enlarged local improvement district of the City to be known as
"Local Improver ^ent District No. 178 ", which said district shall
include all the property within the following described area
Beginning at the alley between 10th Street and
llth Street at the Westerly brink of Tumwater
Creek Valley in Block 321, Townsite; thence
westerly along said alley to "A" Street; thence
northerly along "A" Street to 10th Street; thence
westerly to the westerly line of Lot 2 in Block
320 of the Townsite; thence southerly along the
westerly line of said Lot 2 to the alley between
loth Street and llth Street in said Block 320;
thence westerly along said alley to the westerly
line of Lot 17 in Block 320 of the Townsite;
thence southerly along the westerly line of said
Lot 17 to llth Street; thence westerly along llth
Street to "B" Street; thence southerly along "B"
Street to 12th Street; thence westerly along 12th
Street to the westerly line of Lot 17 in Block
354 of the Townsite; thence northerly along the
westerly line of said Lot 17 to the alley between
llth Street and 12th Street; thence westerly along
said alley to "F" Street; thence southerly along
said "F" Street to 15th Street; thence easterly
along said 15th Street to "E" Street; thence
southerly along said "E" Street to Lauridsen
Boulevard; thence easterly along said Lauridsen
Boulevard to the westerly right -of -way line of the
Tumwater Access Road in Block 447 of the Townsite;
thence northerly along the westerly line of the
Tumwater Access Road and bounded further by the
easterly line of Lot 14 and Lot 6 in Block 1144
of the Townsite, the easterly line of Lot 16 and
Lot 5 in Block 427 of the Townsite, the easterly
line of Lot 15 in Block 416 of the Townsite;
thence northerly along the westerly brink of
Tumwater Creek Valley to the place of beginning.
Section 3. The entire cost and expense of said improvements,
including all necessary espenses incidental thereto, shall be borne
by and assessed against the property included in the local improve-
ment district hereinabove created. The City of Port Angeles shall
not be liable in any manner for an portion of the cost and expense
of said improvements.
Approximately 84.04% of such entire cost shall be dlarged
to the properties lying between the termini of such proposed improve-

ments and extending back from the marginal lines thereof to the
middle of each block (or at least 90 feet back) on each side
'thereof which are specially benefited by the construction and
operation of said trunk sanitary, lateral sanitary and sanitary
sub- sewers and appurtenances. Except as hereinafter provided in
this section, such assessments shall be computed by the zone and
termini method.

Approximately 15.96 of such entire cost, representing
the remainder of the cost and expense of such improven ent s, shall
be charged to and distributed over and assessed against all the
properties within the district in accordance with special benefits
derived from such improvement without regard to the zone and
termini method of computing assessments.
Section I. Bonds of said local improvement district bearing
interest at a rate not to exceed 6% per annum, payable on or before
12 years from date of issuance, shall be issued in payment of the
cost and expense of the improvements provided for herein, which
bonds shall be redeemed by the collection of special assessn nts
to be levied and assessed upon the property within the district
payable in 10 equal installments with interest at a rate not to
exceed 6% per annum under the mode of "payment by bonds" as
defined by law and ordinances of the City of Port Angeles.
Any assessments or installments thereof when delinquent,
and the interest due thereon, shall bear a penalty of 5% of the
total amount thereof from the date of such delinquency.
That there be and is hereby created a fund of the City of
Port Angeles to be known as "Local Improvement District No. 178
Fund ". Warrants bearing interest at a rate not to exceed 6% per
annum shall be drawn on said Fund based on estimates of the City's
engineer in payment of the cost of construction of said improve-
ments and all costs incidental thereto.
Said bonds shall be delivered to the owner and holder of
said Local Improvement District No. 178 Fund warrants in redemption
of the same.
Section 5. It is hereby found and declared that the
improvements provided for in this ordinance are necessary for
the public health, welfare and benefit of the people of said
district and the community and City.

Section 6. This ordinance shall be effective five days
from and after its passage, approval and publication as required
by law.
PASSED unanimously by the Council of the City of Port
Angeles, Washington, and approved by its Mayor at a regular
meeting of said Council held this 3rd day of July, 1958.
