AN ORDINANCE of the City of Port Angeles.
amending and repealing certain sections
of the City Code with reference to water
service connections and rates.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DO ORDAIN as
follows:
Section 1. Section 1 of Ordinance 1590 and Section 24.18 of
the Code of the City of Port Angeles are amended to read as follows:
Where old buildings are replaced with new buildings, the
old water service will be abandoned and when the customer requests
a renewal of service, a tap -in fee of $75.00 will be charged and a
new 3/4 inch copper, type "K" or 150 P.S.I. polyethelene, service
line from the City water main to the property line will be installe
Section 2. Section 2 of Ordinance 1590 and Section 24.20 of
the Code of the City of Port Angeles are amended to read as follows:
Conditions of connection or the extension of the City's
service facilities shall be as follows:
A charge of $200.00 shall be made and deposited with the
City at the time of making of an application for a new service
connection within the City, and a charge of $275.00 for a connection
outside of the City. Under these conditions the City shall tap its
main for a 3/4 inch service, provide and install 3/4 inch copper
tubing, type "K" or 150 P.S.T. polyethelene necessary to reach to
within two feet of the property line, and provide and install a
3/4 inch meter yoke. The customer shall be required to provide and
install 3/4 inch copper tubing, type "K" or 150 P.S.I. polyethelene
from the City curb stop to his structure, and to provide a shutoff
on his premises. Where a new water service is installed, the owner
shall establish the finished grade for the service installation.
After such installation, if for any reason the Water Department is
required to change the service location or elevation, the owner
shall be .liable for the costs of said change. Any request for
installation of service larger than 3/4 inch shall be metered, and
the cost of the meter added to the tap -in fee.
No water line shall be laid within three feet, either
vertically or horizontally, of a sanitary sewer trench.
Each building requiring water service must have a separate
tap to a City main, unless otherwise approved by the City Manager.
Where a new main is laid in the street and the customer is
being served from another location, he will be allowed three months
to change and connect his service line to the new main at his ex-
pense in the same manner as for a new service.
No customer will be served unless the main is installed
under City supervision and specifications, and a deed to the main
and an easement for right of way, where necessary, is given to the
City. All expenses incurred in the above installation shall be
paid by the customer.
Before constructing new mains, 50 per cent of the tap fees
for the area to be ultimately served must be paid prior to the City
constructing the new lines. Where extensions are required across
areas that will not be used for residential purposes, the cost of
the extension will be added to the tap -in fee of the area to be
served. Where property is not subdivided, for tap -in fee purposes,
it shall be assumed the land is divided into 50 foot lots. The
mains will at all times be the property of the City.
Section 3. Section 3 of Ordinance 1529 and §(a) of Section
24.23 of the Code of the City of Port Angeles are amended to read
as follows:
(a) Residential monthly flat rate. Each service $5.00.
Section 4. Section 4 of Ordinance 1529 and §(c) of Section
24.23 of the Code of the City of Port Angeles are amended to read
as follows:
(c) Monthly Minimum Metered Rate. The following monthly
minimum rates and charges are applicable to service rendered within
the corporate limits of the City of Port Angeles for metered water.
All commercial accounts, which are those serving other than single
family dwellings, will be metered. All residents in the City may,
at their option, receive metered service. The cost of installation
and the meter is to be paid for at the customer's expense. The
rate for size of service will be for size of service line, not the
size of the meter.

All metered service shall be served at the following monthly rates:

Section 5. Section 5 of Ordinance 1529 and §(d) of Section
24.23 of the Code of the City of Port Angeles are amended to read
as follows:
(d) Rural Monthly Minimum Rate. Water service will be
extended to any area outside the City only if approved by the City
Council, and at the following rates:

All service outside the corporate limits of the City shall be
metered at the following monthly rates. The rate for size of
service will be for size of service line, not size of meter.

Section 6. Ordinance 1567 and §(e) of Section 24.23 of the
Code of the City of Port Angeles a're amended to read as follows:
(e) Turn -on Charge and Emergency. In an emergency or
where necessary for the protection of public health, safety and
welfare, the City Manager may require any user to reduce or dis-
continue his consumption of water.
There will be a $5.00 charge for all turn -ons, except after
4:30 PM and Holidays, when the charge will be $10.00. The request
for a turn -on or turn -off for repair of plumbing leaks will be
treated as a turn -on.
