AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PORT
ANGELES CREATING A RECREATION AND PARKS COMMISSION,
PROVIDING FOR THE APPOINTMENT OF MEMBERS TO SUCH A
COMMISSION, PRESCRIBING THE POWERS AND DUTIES THERE-
OF IN ACCORDANCE WITH THE COUNCIL - MANAGER FORM OF
GOVERNMENT AND REPEALING ALL ORDINANCES IN CONFLICT.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PORT ANGELES as follows:
Section I - Creation: There is hereby created a Recreation and Parks Com-
mission of seven (7) members for the City of Port Angeles .
Section Il - Rules and Procedures Governing Selection of Members and Opera-
tion of the Commission:
A. Selection of Members: Individuals shall be appointed by the Mayor
subject to confirmation by the City Council. Criterion used in selecting members
shall include but not be limited to the following: 1. Shall be a resident of the City of
Port Angeles. 2. Individual must have displayed an interest in the work of the Commis-
sion. 3. Members shall be selected in accordance with equal opportunity guidelines.
4. Commission shall represent a broad spectrum of the community. 5. Members shall
be appointed without regard to political affiliation. 6. Current city employees are not
eligible for consideration. 7. Members of the Commission shall serve without pay.
B. Terms of Office: A full term of office shall be three (3) years for a Com-
mission member. The term of office shall start on March lst of the year in which the
appointment is made. Members of the Commission may be re- appointed to succeed,.them-
selves . Amindividual appointed to fill an unexpired term is appointed only for the re-
mainder of that term, after which a re- appointment may be made. Members now serving
on the existing Commission are hereby confirmed as Members of the Commission created
by this ordinance for the duration of their terms of office. All re- appointments shall be
in accordance with the terms and conditions of this ordinance.
C. Removal from Office: Members may be removed from office for malfea-
sance in office or neglect of duties by the appointing authority subject to the approval
of the City Council. Any member proposed for removal shall be entitled to a public hear-
ing if it is desired.
D. Organization and Business: The Commission shall elect its own Chair-
man and Vice - Chairman from among its members and create and fill such other offices
as it deems necessary for efficient operation. It shall adopt rules for the transaction
of the business and keep written record of its meetings, resolutions, transactions,
findings and determination, which record shall be a public record.
E. Meetings: The Commission shall hold at least nine (9) meetings annually
and other meetings as it may deem necessary to carry out the duties of the Commission.
There shall be a fixed time and place of meeting which shall be made known to the
public and all regular and work sessions of the Commission shall be open to the public.
One -half (1/2) of the membership plus one (1) of the currently appointed members shall
constitute a quorum for the conduct of official business.
F. Authority and Duties: The Commission shall be responsible to the City
Council for its duties and actions. The duties of the Commission shall include, but
not be limited to, the following:
1. To give advisory recommendations to the City Council on
all matters relating to park, recreati on, beautification and all other
matters as the City Council may deem appropriate.
2. To cooperate with and advise the Recreation and Parks
Director on developing and implementing a comprehensive recrea-
tion program.
3. To cooperate with and advise the Recreation and Parks
Director on beautification programs and general appearance of
the city.
4. To cooperate with and advise the Recreation and Parks
Director on a comprehensive park development program. The
Commission shall have the power to accept for the City of Port
Angeles, donations for park and recreational purposes and, with
the consent of the City Council, to accept real property for park
and recreational purposes: Provided that title to any real property
shall vest in the City of Port Angeles.
5. To advise the Recreation and Parks Director on the
annual budget to be submitted to the City Manager's office.
6. To cooperate with the Recreation and Parks Director
in resolving any problems or complaints that arise from the
various departmental programs and facilities.
7. To adopt by -laws, rules and regulations, consis-
tent with the laws of the State of Washington for conducting
the meetings of the Recreation and Parks Commission.
Section III - Repeal: Ordinances 1413, 1657, copies of which are attached
hereto, and Chapter 2.32 of the Port Angeles Municipal Code and all other ordinances
that are in conflict with this ordinance are hereby repealed.
Section IV - Severability: The invalidity of any section, 'subsection, pro-
vision, clause, or portion thereof, or the invalidity of the application thereof to any
person or circumstance, shall not affect the validity of the remainder of this ordinance
or the validity of its application to other persons or circumstances.
PASSED by the City Council of the City of Port Angeles, Washington, and
approved by its Mayor at a regular meeting of said Council held on the !o day of

ORDINANCE NO. 1 /
AN ORDINANCE creating and providing for the Board of Park
Commissioners of the City of Port Angeles, providing
for the appointment of the members of such Board, and
prescribing the powers and duties thereof under
council - manager form of government and repealing
Ordinance No. 777.
BE IT ORDAINED by the City Council of the City of Port
Angeles as follows:
Section 1: Definition. The word "Park" when used in this
ordinance means an area of land, with or without water, developed
and used for public recreational purposes, including landscaped
tracts, picnic grounds, playgrounds, athletic fields, recreation
centers, camps, foot, bicycle and bridle paths, motor vehicle
drives, wild -life sanctuaries, museums, zoological and botanical
gardens, facilities for bathing, boating as well as other rec-
reational facilities for the use and benefit of the public. "Board
means the Board of Park Commissioners.
Section 2: There is hereby created a Board of Park

Commissioners consisting of three (3) members who shall be appoin-
ted by the Mayor with the approval of the City Council from
citizens who reside within the City of Port Angeles. No member
of said Board shall receive any compensation for his services.
Section 3: Said Board of Park Commissioners shall advise
the City Tanager, the Mayor and the department of the city
administering parks regarding the general supervision and control
of all parks and recreational facilities and prograns of the City
of Port Angeles, and shall also further advise regarding the
establishment of recreational activities that will employ the
leisure time of the people in a constructive and wholesome manner,
and to advise regarding t- control and supervision of all parks
belonging to said City and regarding the planning, promoting,
management, acquisition, construction, maintenance and operations,
including restrictions on and compensation to be paid for con- .
cessions or privileges in parks or other municipally owned
recreational facilities, including community buildings and

improvement and ornamentaltion of the same.
Section 4: The Board shall have the power to accept in
the name of the City of Port Angeles donations for park purposes
and also with the consent of the City Council to accept real
property for park purposes.
Section 5: The Board shall submit to the City Manager
each year at the time of the submission of the budget and for
he information and guidance of the City ;tanager in preparing
the blydget for the ensuing year an estimate of the amount of

Section 6: That Ordinance IJo. 777 passed April 15, 1925,
e, and the same is, hereby repealed.
Section 7: This Ordinance shall be in full force and
ffect five days after its passage, approval and lawful publication.
PASSED by the City Council of the City of Port Angeles,
Washinnton and approved by its Mayor at a regular meeting of said
Counci.l held on the 6th day of February, 1958.

, AN ORDINANCE creating a City Park and Beautification
Commission for the City of Port angeles, providing
.for the appointment of the members of such a Cormis-
:sion, and prescribing the powers and duties thereof
under Council - Manager form of government and re-
pealing Ordinance No. 1413.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT
ANGELES as follows:
Section 1. Definition. The word "PARK" when used in this ordi-
nance means an area of land, with or_ without water, developed and used
for public recreational purposes, including landscaped tracts, picnic
grounds, playgrounds, athletic fields, recreation centers, camps, foot,

Section 2. Creation of a Board of Commissioners: There is hereby
created a City Park-and Beautification Commission consisting of five (5)
members. to be appointed by the City Manager with the consent of the City
' Council. No person shall be ineligible as a commissioner by reason of sex
and no commissioner shall-receive any compensation, The present three'
(3) members of the City Park Commission now serving under City. Ordinance
No. 1413, shall be transferred to this newly created City Park and Beauti-
fication Commission, and serve out their unexpired-terms. New members
shall be appointed so that five (5) commissioners shall be.available to
serve at all times and terms shall expire in order that-not more than two
(2) terms will expire in any one year. Such board of park commissioners -
shall have only such powers and authority with respect to the management,
supervision, and control of parks and recreational facilities and programs
as are granted to it by the City Council.. Members may be removed after
'public hearing by the appointing authority with the approval of the City
Council. Members may be reappointed for a second term only. The Park
and Beautification Commission shall elect its own Chairman from its men -
