AN ORDINANCE of the City of Port Angeles, Wash-
ington, adopting a plan for the acquisition,
construction and installation of certain
additions and improvements to and extensions
of the water system of the city, declaring
the estimated cost thereof, and providing for
the payment of such cost.
WHEREAS, the City Council finds that the existing water .
system of the City of Port Angeles, Washington, (hereinafter called
the "City ") should be improved by the acquisition, construction and
installation of the hereinafter provided for additions and improve-
ments to and extensions of such system; and
WHEREAS, in order to pay part of the cost of acquiring,
constructing and installing such additions and improvements to and
extension of such water system it is deemed necessary and advisable
that the City issue and sell its water revenue bonds in the princi-
pal amount of $2,636,000;
NOW, THEREFORE, BE IT ORDAINED by the Council of the City
of Port Angeles, Washington, as follows:
Section 1. The City shall develop a new source of domes-
tic water supply for the City and an intertie with existing indus-
trial water supply facilities for emergency backup purposes. The
development of such new source will be accomplished through the
installation of a Ranney Well Collector with necessary pump house
and auxilliary power generator facilities and a 5.5 mile 24" trans-
mission line from the Elwha River to the City. The City shall also
acquire and install 5,500 residentialwater meters. The above
described improvements are all as more fully set forth in prelimin-
ary plans and specifications therefor now on file with the City.
The City shall acquire and install all valves, fittings
and other appurtenances necessary for the installation, use and
operation of the hereinbefore authorized improvements; and shall
acquire by purchase or condemnation, gift or grant all property,
both real and personal or any interest therein, and all easements,
rights -of -way, franchises and water rights which may be found
necessary to carry out the hereinbefore authorized plans.
It is hereby provided that the above - described plan of
improvements shall be subject to such changes as to location and as
to size of pipe or in any other details of said plan not affecting
the service to be rendered thereby which shall be authorized by the
City Council either prior to or during the actual course of con-
struction and which shall be found necessary and desirable, so long
as the same do not affect or change the main general features of
said plans as above set forth.
Section 2. The estimated cost of acquiring, constructing
and installing the above - provided for plans of additions and
improvements to the existing water system of the City is hereby
declared to be, as near as may be, the sum of $3,295,000. It is
anticipated that approximately $659,000 of said cost will be provid-
ed from the proceeds of a grant from the United States. The remain-
ing amount of such cost shall be provided from the proceeds of sale
of water revenue bonds of the City in the principal amount of
$2,636,000. It is also anticipated that the amount to be financed
by water revenue bonds shall be partially liquidated from the pro-
ceeds of a grant from the State of Washington in the amount of
anticipated
approximately $1,025,594, leaving a totalAincrease in the water
utility bonded indebtedness of $1,601,406.
As an integral part of the plan of acquiring, constructing
and installing the above - provided for additions, improvements and
extensions the City shall issue and sell such water revenue bonds
in such amount or amounts, at such time or times and in such manner
as this Council may determine to be in the best interest of the City
and its inhabitants. The exact date or dates, form, terms, maturi-
ties and covenants of such bonds shall be as hereafter fixed by
ordinance or ordinances of the City.

Section 3. This ordinance shall become effective five
days from and after its passage, approval and publication.
