AN ORDINANCE amending Ordinance No. 1747 and 1890
to sewer connection fees and permit regulations.
The City Council of the City of Port Angeles do ordain as
follows:
Section 1. Subsection A of Section 7 of Ordinance 930
(Port Angeles City Code Section 20.16(a) is hereby amended to read
as follows:
(a) Fees for permit for sewer connections
(1) For each connection to an existing tee or
wye to a public sanitary sewer or storm
drain system
(2) For each connection to a public sanitary
sewer or storm drain system requiring
the installation of a tee or wye
(3) In addition roadway restoration permit
fees in conjunction with sewer connec-
tions shall be required as follows:
aa. Installed on unimproved portions
of street or alley
bb. Installed on gravel street or
gravelled alley
cc. Installed on asphalt street or
asphalt alley
dd. Installed on a concrete street or
concrete alley
ee. Installed directly under a con-
crete curb and /or gutter

For the payment of said fee, it shall be the City's duty to
do final surface restoration upon a suitable foundation of native
material and /or crushed rock which has been approved by the City
Engineer or his assistant and prepared by the owner or his con-
tractor.
These fees are based on the restoration costs for repairing
a standard roadway utility cut. For the purpose of this Ordinance,
the size of a standard roadway utility cut shall be defined to be:
"No more than 48" wide and no more than one -
half the roadway width in length."
All improved roadway surfaces will be scored and cut in such
a manner as to allow removal of the minimal amount of roadway

surface without affecting the pavement surface outside the standard
utility cut.
Roadway cuts which require more roadway restoration than a
standard roadway utility cut would be restored by the City with cost
of the additional restoration being billed to the owner or contrac-
tor requesting the sewer connection permit.
At all times prior to the final restoration of a utility
cut, it shall be the responsibility of the owner or contractor
to protect the public's safety by properly barricading or marking
all utility cut locations.
(4) In the event of the installation of a sanitary sewer
or storm drain system under a new local improvement district, no
connection fee will be required if such connection is made to the
new system within thirty days after the acceptance and approval of
the work and system by the City Council and prior to any roadway
preparation.
