AN ORDINANCE of the City of Port Angeles
establishing requirements or the report-
ing of unauthorized entries by private
security firms, and amending Section 5.96.170
of the Code of the City of Port Angeles.
CITY COUNCIL OF THE CITY OF PORT ANGELES DOES ORDAIN as
follows:
Section 1. Section 5.96.170 of the Code of the City of
Port Angeles is amended to read as follows:
5.96.170 Licensee -- Procedures required. Licensees shall perform
private security services in such fashion that no interference
with the Port Angeles Police Department will result. Regarding
this end, licensees shall:
A. Recommend to their customers that, in the event of a
police problem, the customer should first call his /her respective
police department;
B. If a customer calls about a law enforcement problem
within the city, instruct the customer to call the department of
police;
C. Instruct its employees that, if a situation involving
possible department of police interest is observed, the employee
will immediately notify the department of police;
D. If any sign of unauthorized entry within the city is
noticed by an employee on duty, instruct employees to immediately
notify the department of police;
E. Immediately inform the department of police upon any
unauthorized entry signal from premises located within the city;
F. Use all reasonable efforts to inform and advise their
present and prospective officers, and all other persons acting
under, for, or on behalf of the licensee, of the provisions of
this chapter, and direct them to comply therewith.

at a regular meeting of the Council held on the 44' day of
May, 1979.

SUBJECT: Revision of sections of ordinance #1968
Recent conversations between John Tangedahl, owner of Peninsula
Security and our department have revealed an apparent discrepancy and
error in the drafting of City Ordinance #1968, the Private Security
Ordinance, specifically section 5, paragraphs (d) and (e).
Paragraph (e) states "Immediately inform the department of police upon
receipt of any alarm signal from premises located within the city."
This section, read literally, requires Peninsula Security to notify
our department of known false alarms, known authorized entries etc
where the alarm signal was transmitted to the monitor facility. This
in turn would inundate the department with needless recording of
alarms of private and authorized activities and may also place the
obligation to respond to the protected premise, regardless of the
interpretation of the alarm signal by the alarm company. This is
not a desirable situation nor was it the intention of the ordinance
section. Therefore we recommend the following change;
Ord #1968, section 5 paragraph (e); "Immediately inform the department
of police upon receipt of any alarm signal of an unauthorized entry
from premises within the city."
It was also observed that the same wording is required to clarify the
meaning of paragraph (d) in section 5. Thus paragraph (d) should
read in part: " If any sign of unauthorized entry within the city...."
These changes are of immediate need to afford proper adherence to the
ordinance. We recommend the changes as cited and submit them for
your consideration.
