AN ORDINANCE of the City of Port Angeles
establishing procedure and a rental fee
for large boat, ship and vessel moorage
at the City Pier Waterfront Park, and
adding a new section to Chapter 12.04
of the Port Angeles Municipal Code.
BE IT ORDAINED by the City Council of the City of Port
Angeles as follows:
Section 1. There is hereby added a new section to
Chapter 12.04 of the Port Angeles Municipal Code as follows:
Section 12.04.026 - Regulation of Permanent Moorage at
the City Pier Waterfront Park.
A. When necessitated by mechanical failure, adverse
weather conditions, or other emergencies, commercial ships, boats
and vessels, or recreational craft thirty -one feet and longer,
may be permitted to moor within the designated Coast Guard Moor-
age area at the City Pier Waterfront Park if that designated area
is not in use by the Coast Guard, and if prior arrangements have
been made through the Coast Guard and the City of Port Angeles.
B. The fees for'such moorage shall be:
1. 0 - 100 feet (for 24 -hour period) $ 85
2. 100 - 150 feet (for 24 -hour period) $115
3. 150 - 200 feet (for 24 -hour period) $150
4. 200 - 300 feet (for 24 -hour period) $280
Section 2. This ordinance shall take effect in the
manner provided by law.

RE: Consideration to Establish a Procedure,in Rental Fee for
Large Boat, Ship, and Vessel at the City Pier Waterfront..
Facility.
Throughout late spring and summer we have experienced both inquiries
and have been asked for permission to moor at the Pier some larger
boats and vessels when the Coast Guard cutter is at sea. For the
most part these situations have resulted from either weather or
mechanical failures forcing the craft to moorage. As the Pier becomes
more apparent I am sure this type of request will increase. On a
few occasions the boats have been directed to the Pier by the Coast
Guard.
In light of this situation I therefore ask your consideration of
an ordinance which would provide both a procedure for moorage arrange-
ments and a moorage fee. In reviewing the other State facilities
such as ours I have found, without exception, the other agencies do
provide some form of moorage but all charge as well.
Therefore please find the drafted ordinance for your review and
consideration. The proposed fees are comparable but below other
locations.
