AN ORDINANCE of the City of Port Angeles,
Washington, establishing a Medic I Program
and a utility charge for funding such
program; amending Sections 1 and 2 of
Ordinance 2055; amending Sections 13.16.010
and 13.16.020 of the Port Angeles Municipal
Code; and adding a new Chapter 8.36 to the
Port Angeles Municipal Code.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES
ORDAIN as follows:
Section 1. A new chapter is hereby added to the Port
Angeles Municipal Code to read as follows:
CHAPTER 8.36
MEDIC I PROGRAM
Sections: 8.36.010 Purpose
8.36.020 Medic I Program Established
8.36.030 Rate - Charge
8.36.040 Rate - Payment
Section 8.36.010 Purpose. The purpose of this Ordin-
ance is to benefit the public health and welfare by providing
Medic I emergency medical and advanced life support services and
to provide an appropriate method of funding such services.
Section 8.36.020 Medic I Program Established. The
City of Port Angeles shall institute through the Fire Department
a Medic I Program to provide emergency medical and advanced life
support services.
Section 8.36.030 Rate - Charge. Each utility account
of the City of Port Angeles shall be charged $1.30 per month for
the Medic I Program.
Section 8.36.040 Rate - Payment. The monthly charge
for the Medic I Program shall be placed on the monthly utility
bill of each utility account within the City of Port Angeles and
shall be collected in accordance with the normal collection
procedures as provided for in Chapter 13.16 PAMC.

Section 2. Section 1 of Ordinance 2055 and Section
13.16.010 of the Port Angeles Municipal Code are hereby amended
to read as follows:
Section 13.16.010 Authorized Officers Designated.
A. The City Manager, or his designee, shall keep an ac-

count for electric current, water, sewer snf solid waste used by
any person, business, or other entity within the City, and for
the monthly Medic I Program charge to be paid by every utility
account within the City.
B. The City Manager, or his designee, shall place against
these accounts all charges for electric current, water, and sewer
and solid waste service used by that person, business or other
entitity and for the monthly Medic I Program charge to be paid by
every utility account. Such charges shall be made in accordance
with the terms of those ordinances of the City establishing the
rates and fees for those services.
C. The City Manager, or his designee, shall also place
against these accounts any service charges or other charges
connected with the provision of utility service, in accordance
with the terms of those ordinances of the City establishing the
rates for those types of services.
Section 3. Section 2 of Ordinance 2055 and Section
13.16.020 of the Port Angeles Municipal Code are hereby amended
to read as follows:
Section 13.16.020 Bills - Preparation, Delivery.
A. The City Manager, or his designee, shall establish a
monthly system of billing for the five utility services described
in this Chapter. The billing shall be a consolidated billing for
all utilities.
B. Once prepared, this bill shall be delivered to the cus-
tomer, by depositing it in the United States Mail, addressed to
the address shown on the application for utility service submitte
by the customer to the City or upon any change of address sub-
mitted by the consumer to the City.
C. Deposit in the United States Mails pursuant to subsec-
tion B of this section shall be deemed full and complete notice
to the consumer of the nature and amount of any particular
utility billing.
Section 4 - Severability. If any provision or section
of this Ordinance, or its application to any person or circum-
stance, is held invalid, the remainder of the Ordinance, or the
application of the provision to other persons or circumstances,
shall not be affected, and to this end the provisions of this
Ordinance are declared to be severable.
Section 5 - Effective Date. This Ordinance shall
become effective on December 1, 1983.
