AN ORDINANCE of the City of Port Angeles,
Washington, providing for the improvement
of a certain area within the City by
doing street improvement and storm drain
installation, and by doing all other work
necessary in connection therewith,
creating a Local Improvement District
therefor, Blue Water View L.I.D. No. 206,
and providing for the payment of the cost
of said improvements by special assessments
upon the property in said district.
WHEREAS, on October 4, 1983, the City Council of the
City of Port Angeles, Washington, adopted its Resolution No.
25 -83, declaring its intention to order the improvement of a
certain area within the City at the street known as Blue Water
View by doing street improvement and storm drain installation,
and by doing all other work necessary in connection therewith;
and
WHEREAS, said Resolution was duly published in the Port
Angeles Daily News in the manner required by law and notice of a
public hearing was also duly given by mailing as required by law;
and
WHEREAS, said hearing was held on November 1, 1983, as
provided in said notice, and after consideration of said improve-
ments, the Council has determined to order the construction and
installation of the improvements hereinafter more particularly
described and to create a Local Improvement District therefor;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF PORT ANGELES, WASHINGTON, as follows:
Section 1. The property within the City described in
Exhibit "A ", attached hereto and incorporated by reference here-
in, shall be improved by doing grading, draining, paving, install
ing curb and gutter, storm water drainage, and by doing all work
required in connection with said improvements, all as set forth
in preliminary plans therefor, prepared by the Engineering
Division of the Department of Public Works, and now on file with
the City.
The hereinabove authorized plans of improvement shall
be subject to such changes as to details of said plans not af-
fecting the main general plan as shall be authorized by the City
either prior to or during the actual course of construction.
Section 2. There is hereby established a Local Improve
ment District of the City to be known as "Local Improvement Dis-
trict No. 206 ", which shall include all of the property described
in Exhibit "A ".
Section 3. One hundred percent of the entire cost of
the improvements shall be borne by and assessed against the
property within Local Improvement District No. 206 specifically
benefitted by said improvements.
Section 4. There is hereby created a fund of the City
to be known as "Local Improvement District No. 206 Fund ", into
which Fund there shall be paid all of the assessments collected
in said District as and when directed by the Ordinance confirming
said assessments and the assessment roll therefor.
Interim revenue warrants bearing interest at a rate of
not to exceed the maximum rate permitted by law shall be drawn
upon said Fund based upon estimates of the City Engineer and
shall be sold to such persons, firm or corporation or to such
other Funds of the City as may hereafter be provided by Resolu-
tion of the City Council and in the manner provided by such
Resolution to furnish moneys for the payment of the costs inci-
dental thereto as the same shall be incurred. The proceeds of
sale of such interim revenue warrants shall be deposited in said
Fund and cash warrants drawn thereon in payment of such costs.
Upon completion of the improvements and after the
expiration of a thirty -day assessment prepayment period, install-
ment notes of said Local Improvement District bearing interest at
a rate of not to exceed the maximum rate permitted by law and

payable at such time or times as are hereafter fixed by Ordinance
shall be issued for the redemption of the outstanding revenue
warrants and shall be payable both principal and interest by the
collection of special assessments to be levied and assessed upon
the property within the District payable with interest at a rate
not to exceed the maximum rate permitted by law, all as provided
by law and ordinances of the City.
Section 5. This Ordinance shall become effective in
the manner provided by law.
PASSED by the City Council of the City of Port Angeles
at a regular meeting of said Council held this La day of
1983.

abutting; of Block H of the plat of Cresthaven, recorded in Volume 5 of Plats,
Page 16 and Lot HE and unnamed cul -de -sac abutting, of the plat alteration
of Cresthaven recorded in Volume 9 of Plats, Page 37, Records of Clallam County,
Washington, more particularly described as follows:
Commencing at the monument at the intersection of the centerline of South
Ennis and East Fifth Streets; thence South 13° 40' 27" West a distance of 19.65
feet to the true point of beginning; thence North 76° 19' 33" West a distance
of 45.82 feet; thence along an arc of a curve to the left having a radius of
570.00 feet and a central angle of 6° 57' 02" a distance of 69.15 feet; thence
South 1° 41' 32" West a distance of 123.45 feet; thence North 81° 51' 19" West
