AN ORDINANCE of the City of Port Angeles
establishing a position classification
and pay plan for City employees repre-
sented by Local #1619, Washington State
Council of County and City Employees,
and providing for the payment thereof
for the year 1985.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DO ORDAIN
as follows:
Section 1. The following position classification and
pay plan for City employees represented by Local #1619, Washing-
ton State Council of County and City Employees, is hereby
adopted to take effect January 1, 1985, and subject to an agree-
ment between that agency and the City effective January 1, 1985.

Section 3. Hourly employees are to be paid not more
than the same hourly rate as starting monthly rate for the
classification.
Section 4.
A. Employees will be reviewed after being in each step
one year. A written review shall be made of each employee by
his /her Department Head whenever he /she is eligible for advance-
ment. If an increase is not recommended, the reasons shall be
discussed with the City Manager. If he /she concurs with the
Department Head, the decision must be discussed with the employee
who should be told of his /her next review date. Decisions can
also be reviewed by the employee with the City Manager upon
written request of the employee.
B. At the discretion of the Department Head or City
Manager, a new review date of 3, 6, 9 or 12 months may be
designated when an increase is refused.
Section 5. All of the wages and compensation shall be
paid in bi- weekly installments to be as nearly equal as the es-
tablished accounting procedure of the City of Port Angeles will
permit, and shall be paid within five working days after the
close of the established payroll period for each month during
the year, or as soon thereafter as the established accounting
procedure of the City of Port Angeles will permit, except the
last installment shall be paid on the last working day of
December, 1985.

RE: 1985 -1987 Labor Contract - AFSCME 1619
ISSUE: Subsequent to recent negotiations, AFSCME Local. 1619 has
ratified the following labor settlement:
SUMMARY OF 1619 SETTLEMENT
1985 - 1987
Term: 3 year contract - January 1, 1985 to December 31, 1987
Wages: 1985 - 2.3% (80% of CPI -W, Seattle, Nov. - Nov.)
1986 - 80% - CPI -W, Seattle, Nov. 1984 - Nov. 1985,
min 2% - maximum 6%
1987 - 80% - CPI -W, Seattle, Nov. 1985 - Nov. 1986,
min 2% - maximum 6%
Comp Study: Any adjustments as a result of the Salary Survey
will become effective upon mutual adoption of the
plan.
Bereavement Leave: Additional 2 days granted for travel or ex-
tenuating circumstances if required. To be
used from sick leave accumulation.
Holidays: Lincoln's Birthday traded for floater, to begin in 1986.
Training: Committee established to recommend and develop train-
ing programs for equipment operation.
Miscellaneous Contract Changes:
Article VI, le, Clarification - employee may request additional
sick leave authorization from City Manager if sick leave accumu-
lation is depleted.
Article IX; Clarification - supervisor shall respond to the
grievance within five (5) days from the date it is filed.
Recommendation: It is recommended that the Council adopt the
attached salary ordinance implementing the base
pay plan for AFSCME Local 1619 effective January 1, 1985.
