MEMORANDUM
March 29, 1985
TO: Dave Flodstrom, Mayor Whidden and Councilmembers
FROM: Rob Orton, Director, Finance & Administrative Services
RE: Establishment of a Special Fund
ISSUE: Should the City establish a special fund for administra-
tion of moneys received from the British Petroleum project?
BACKGROUND: As part of its compliance with the Port Angeles
Shorelines Substantial Development Permit, the firm of British
Petroleum was to provide funds or equipment necessary to maintain
water -based firefighting facilities. The City Manager and Fire
Chief have negotiated an agreement with British Petroleum whereby
funds for the acquisition of equipment, maintenance and repair of
the City's fire utility boat will be paid to the City in fulfill-
ment of this one item in the Substantial Development Permit.
As a part of the agreement, the City has stipulated that it will
separately administer funds received from British Petroleum for
this purpose.
ANALYSIS: The City Council needs to establish a separate adminis-
tration fund by ordinance and the attached ordinance provides for
the creation of such a fund.
RECOMMENDATION: It is recommended that the City Council pass the
attached ordinance, establishing a Fire Utility Boat Improvement
Fund.
