AN ORDINANCE of the City of Port angeles
regulating the use of electric current
and amending Section 1 of Ordinance 2327
and Sections 14.12.100, 14.12.110, and
14.12.120 of Ordinance 2325 and of the
Port Angeles Municipal Code.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT
ANGELES as follows:
Section 1. Section 1 of Ordinance 2327 and Section
14.12.100 of Ordinance 2325 and of the Port Angeles Municipal
Code are hereby amended to read as follows:
14.12.100 Regulatory Provisions.
A. 1. Woodworking Plants. The production areas of saw
mills and commercial and industrial woodworking plants shall be
wired in rigid metal conduit, intermediate metal conduit, M.I.
cable, MC cable, or, if not subject to mechanical injury or
vibration, E.M.T. with compression ring fittings.
2. The following premises shall be wired with rigid
metal conduit, intermediate metal conduit, rigid nonmetallic
conduit, liquid -tight flexible metal conduit, or MI cable:
(a) Portions of dairies, laundries, car washes
and other locations which are subject to continuous moisture.
See Section 300 -6 of the NEC.
(b) Portions of docks, piers and wharfs which are
subject to continuous moisture.
(c) Premises designated elsewhere in this Chapter.
3. The following premises shall be wired with metal
raceways, busways, MC, MI cable, or rigid nonmetallic conduit
encased in not less than two (2) inches of concrete:
(a) All institutional, educational and health
care occupancies as defined in Articles 517 and 518 of the NEC.
Exception No. 1: For signal and control
circuits, open cable wiring approved for the purpose shall be

permitted for Class 2 signal and control circuits as defined in
Article 725 of the National Electrical Code for other than the
following circuits and /or systems: nurse call systems, fire
alarm systems actuated at manual stations, electric water flow
alarm devices in connection with sprinkler systems, automatic
fire or smoke or products of combustion devices, alarms required
for systems used in the piping of nonflammable medical gases, and
communications systems used for issuing instructions during
emergency conditions.
Exception No. 2: Open cable wiring approved
for the purpose of NFPA Bulletin No. 71 shall be permitted for
Central Station Protective Systems installed and operator- manned
and supervised in accordance with the latest adopted edition of
the National Fire Protection Association Bulletin No. 71 in other
than hospitals and nursing homes.
Exception No. 3: Single -story boarding homes
having direct grade entrance and egress, and alcohol treatment
facilities (other than detoxification facilities) licensed for
less than 10 residents by the Department of Social and Health
Services.
Exception No. 4: Unlicensed health care
facilities except in patient care areas.
(b) All premises in Fire Zone #1 as defined in
Section 14.24.010(A) PAMC.
4. The following premises shall be wired with metal
raceways, busways, cable trays, SNM, TC, MC, MI cable, or rigid
nonmetallic conduit encased in not less than two (2) inches of
concrete:
(a) Industrial plants. Industrial plants, except
that open conductors of No. 4/0 or larger size may be installed
on insulators not less than 20 feet above floor or working sur-
face level in accordance with Article 320 of the National Elec-
trical Code.

Exception No. 1: For signal and control cir-
cuits, other than those defined as Class 1 circuits per National
Electrical Code, Sections 725 -3(a) and 725 -4, open cable wiring
approved for the purpose shall be permitted for Class 2 signal
and control circuits installed in accordance with Article 725 of
the National Electrical Code.
Exception No. 2: Open cable wiring approved
for the purpose (NFPA Bulletin No. 71) shall be permitted for
Central Station Protective Systems installed and operator- manned
and supervised in accordance with the latest adopted edition of
the National Fire Protection Association Bulletin No. 71.
Exception No. 3: Rigid nonmetallic conduit
may be installed in areas outlined in National Electrical Code
Section 300 -6.
(b) Multifamily Occupancy Buildings. Feeder and
Sub - feeders in such buildings (i.e., apartment buildings, hotels,
motels and dormitories) of two or more stories, not including
basement, shall be wired in a raceway(s).
(c) High Rise Buildings.
5. Within buildings, all mains, sub - feeders, circuits
exceeding 300 volts between conductors, and circuits exceeding
150 volts to ground shall be installed in approved raceways.
6. Rigid Non - Metallic conduit installed underground
for services shall have rigid conduit steel ells.
7. All wiring in unused spaces underneath buildings
shall be installed in rigid metal conduit, electrical metallic
tubing, flexible metal conduit or other approved raceways, except
where provided in Articles 336 and 339 of the NEC for dwelling
occupancies.
8. On an addition or rewire of an existing commercial
facility, all wiring that is newly installed, rerouted, or in any
other way modified, as determined by the Electrical Inspector,
will meet the requirements of this Chapter.

9. When 65% of the existing electrical facilities
have been or are expected to be modified, as determined by the
Electrical Inspector, the entire electrical wiring facilities of
the commercial establishment's service shall meet the require-
ments of this Chapter.
10. An exception shall be granted by the Electrical
Inspector to this section not not to the NEC or WAC, in the event
that the commercial facility is determined to an historic site or
qualified for historic preservation, as determined by the State
Historical Preservation Officer.
11. On rewires or additions to non - commercial facili-
ties for which all permissions and permits have been obtained for
conversion to a commercial use, the same criteria will apply as
if the facility were originally of commercial use.
12. All dwellings under 1,000 square feet shall be
served with not less than a 125 amp service. All dwellings equal
to or over 1,000 square feet shall be served with not less than a
200 amp service.
13. The following types of building occupancies, as
defined in the Uniform Building Code as adopted by Ordinance No.
2318 as now or hereafter amended, shall be wired with metallic
raceways, busways, MC cable, MI cable, or rigid non - metallic
conduit encased in not less than two (2) inches of concrete:
(a) Group A, Group E, Group H, Group I.
(b) Group B, Divisions 1, 3 and 4.
(c) Group B, Division 2, using type V -N construc-
tion and over 3,000 square feet in area.
B. The connections for electric meters shall be so located
that meters will be readily accessible at all times. Meters
shall not be permitted inside buildings or within carports or
porches without special approval of the Office of the Electrical
Inspector.

C. For all motors, other than portable motors, located in
industrial or manufacturing establishments, such as mills, ware-
houses, foundries, mercantile and similar establishments, such as
grocery stores and butcher shops, factories and machine shops,
the wiring method employed shall be only rigid conduit. Elec-
trical metal tubing or flexible metal conduit may be used, pro-
vided that it is not exposed to mechanical injury, or as per-
mitted in Section 400.4 of the National Electrical Code.
D. All kitchens, bathrooms, toilet rooms, laundry rooms
and similar locations containing plumbing fixtures, shall have a
separate wall switch for lighting fixtures. No pull chains shall
be permitted.
E. Concealing work during construction prohibited -
removal authorized. It shall be unlawful for any owner, contrac-
tor, or other person to do or to permit to be done any work of
any kind whatsoever which will cover or conceal in any way elec-
trical wiring or equipment until the same has passed inspection.
Electrical Inspector shall have the authority to remove, or order
the removal of, any construction which makes it impossible to
make a careful inspection of any electrical equipment.
Section 2. Section 14.12.110 of Ordinance 2325 and of
the Port Angeles Municipal Code are each amended to read as
follows:
14.12.110 Wiring and Circuit Specifications - New
Work. The following specifications shall apply for all new
wiring and circuit installations governed by this Chapter:
A. All new service panels shall have at least four
full sized spaces for future circuits, after wiring is complete.
B. Except for large load center installations, all
service equipment, including switches, gutters and subfeed
switches, shall be mounted no more than 6 feet to center of
breakers or fuses, nor less than 3 feet from the floor or
permanent working platform.

C. Underground water pipes shall not be laid in the
same trench with an electrical service wire unless:
1. A minimum horizontal separation of 3 feet is
maintained at all points along the line; or
2. All electrical wires are enclosed within a
rigid metal conduit, or Schedule 80 rigid non - metallic conduit.
D. Where water service pipes cross electrical service
wires, a minimum vertical separation of 1 foot shall be main-
tained.
E. Underground service conductors used in a direct
burial installation shall be of 200 amp minimum capacity.
F. Service ampacity in multi - family residences shall
have a minimum rating of 100 amps per apartment.
G. The smallest wire sizes permitted are:
1. In commercial installations, No. 12 American
Wire Gauge copper; except for control wiring and voltages of 24
or less.
2. In residential installations, No. 14 American
Wire Gauge copper.
3. In all installations, no aluminum wire
smaller than No. 8 American Wire Gauge may be used.
H. Where more than one electric meter is used on a
building, all meters must be identified by plainly showing the
apartment number or occupancy on each meter base.
I. The equipment grounding conductor and bond
conductor shall be copper only. Aluminum shall be prohibited.
J. Residential occupancies, ground fault circuit
interrupters. In addition to complying with Article 210 -8,
National Electrical Code, Ground Fault Circuit Interrupters,
shall be on separate circuits in each bathroom.
K. Workmanship. All electrical wiring and equipment
shall be installed in a neat, workmanlike manner. Where applic-
able, non - metallic sheath cables shall follow the lines of the

building and be fastened to building structures. Unnecessary, or
unnecessarily complicated wiring shall be avoided. See National
Electrical Code, Article 110.
Section 3. Section 14.12.120 of Ordinance 2325 and of
the Port Angeles Municipal Code are each amended to read as
follows:
14.12.120 - Installers' License and Other Requirements.
A. Any person engaging in electrical work in the City
shall have a valid and current license to do so issued by the
State, provided that no license or certification shall be
required for:
1. Persons doing electrical work on their own resi-
dences, or farm, or place of business, or on other property owned
by the person; or
2. Regularly employed, competent, electrical mainten-
ance employees doing electrical work on the property of the em-
ployer; or
3. Electrical work specifically exempted under Chap-
ter 19.28 RCW.
B. Before a licensed electrical contractor receives an
electrical permit, the bond required by RCW 19.28.120 shall be
conditioned that the principal will comply with the provisions of
this Chapter.
Section 3 Severability. If any provision of this
Ordinance or its application to any person or circumstance is
held invalid, the remainder of the Ordinance or the application
of the provision to other persons or circumstances is not
affected.
Section 4 Effective Date. This Ordinance shall take
effect as provided by law.
