AN ORDINANCE of the City of Port Angeles
establishing a position classification
and pay plan for City employees repre-
sented by Local #1619, Washington State
Council of County and City Employees,
and providing for the payment thereof
for the year 1986.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DO ORDAIN
as follows:
Section 1. The following position classification and
pay plan for City employees represented by Local #1619, Washing-
ton State Council of County and City Employees, is hereby adopted
to take effect January 1, 1986, and subject to an agreement
between that agency and the City effective January 1, 1986.

Section 3. Hourly employees are to be paid not more
than the same hourly rate as starting monthly rate for the clas-
sification.
Section 4.
A. Employees will be reviewed after being in each step one
year. A written review shall be made of each employee by his /her
Department Head whenever he /she is eligible for advancement. If
an increase is not recommended, the reasons shall be discussed
with the City Manager. If he /she concurs with the Department
Head, the decision must be discussed with the employee who should
be told of his /her next review date. Decisions can also be
reviewed by the employee with the City Manager upon written
request of the employee.
B. At the discretion of the Department Head or City
Manager, a new review date of 3, 6, 9 or 12 months may be
designated when an increase is refused.
Section 5. All of the wages and compensation shall be
paid in bi- weekly installments to be as nearly equal as the es-
tablished accounting procedure of the City of Port Angeles will
permit, and shall be paid within five working days after the
close of the established payroll period for each month during the
year, or as soon thereafter as the established accounting proce-
dure of the City of Port Angeles will permit, except the last
installment shall be paid on the last working day of December,
1986.

RE: Cost -of- Living Adjustments and 1986 Salary Ordinances

ISSUE: Cost -of- living adjustments and 1986 salary ordinances for
AFSCME Local #1619, Firefighters' Local #656, IBEW Local #997, the
Administrative and Management Group, and part -time Pool employees.
BACKGROUND: Our three -year labor contracts negotiated with AFSCME
#1619, Firefighters' Local #656 and IBEW Local #997 provided for a 1986
cost-of-living adjustment equal to 80% of the November '84 - November
'85 Seattle CPI -W, with provision for a minimum 2% or maximum 6%
increase.
The November '84 - November '85 Seattle CPI -W is 1.7 %, of which 80%
would represent a 1.4% increase. Due to the small increase in the
CPI -W, the minimum 2% increase prevails.
The attached salary ordinances represent a 2% increase in wages for the
above - mentioned represented groups, as well as a 2% increase for the
Administrative and Management Group.
A separate and new salary ordinance is also attached which formally
sets out an hourly wage scale for part -time employees at the William
Shore Memorial Pool. The pay scale is based on the results of a survey
of comparable pay rates at municipal pools throughout Washington State.
The City is currently negotiating the 1985/1986 labor contract for
members of Teamsters Local #589. A salary ordinance for that group
will be brought before the Council as soon as those contract issues
have been settled.
RECOMMENDATION: It will be necessary to pass each salary ordinance as
a separate ordinance.
