MAY O R
MEMORANDUM
January 28, 1986
TO: Manager Flodstrom, Mayor Whidden and Members of the City
Council
FROM: Administrative Services Department
RE: Attached Ordinance
ISSUE: Adoption of the attached Ordinance establishing a
Community Development Fund, Esther Webster Trust Fund, and Rhodes
Road Improvement Fund.
BACKGROUND /ANALYSIS: As you are aware, the City is the recipient
of a Community Development Block Grant to aid in the construction
of the Lincoln Street Landing project. The City will use the
money to provide construction financing for the project, which
will be repaid by the developers, and then can be recirculated in
the community for community development programs. In order to
maintain the best accountability for the amounts loaned to
developers and for funds expended for the administration of the
program, it is desirable for the City to establish a separate
fund. Under State law, such funds must be created by ordinance.
The City has also been named beneficiary in the Esther Webster
Estate and is required to hold funds in trust and use earnings
thereon to pay for the operation of a fine arts center. In order
to maintain adequate control, the City is required to establish a
separate trust fund for the proceeds of the Estate.
Councilman Quast has recently solicited contributions for a
"mini -LID" for improvements of Rhodes Road. Until such time that
a project is undertaken, the City must hold this money in trust.
The contributions total $1,435 and for proper accounting purposes
should be held in a separate trust fund similar to the Campbell
Avenue Improvement Fund.
The attached Ordinance takes care of the appropriate bookwork to
create the Funds mentioned above.
RECOMMENDATION: We recommend the attached Ordinance be adopted,
establishing three new funds for the City.
