AN ORDINANCE of the City of Port Angeles
restricting Hill Street as a haul route
for heavy truck traffic and providing
penalties.
WHEREAS, the citizens of the City of Port Angeles have
expressed concerns about excessive truck traffic using Hill
Street and traversing through residential areas in the west side
of Port Angeles; and
WHEREAS, Hill Street is a collector arterial under the
Urban Arterial Board (UAB) design standards and is not appro-
priately used as a haul route for heavy truck traffic through the
City; and
WHEREAS, it is in the best interest of the public
health, safety and welfare to restrict such truck traffic within
residential areas; and
WHEREAS, other routes better suited for large truck
traffic will still be available through the City for trucks to
reach their destinations; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES
ORDAIN as follows:
Section 1. Hill Street shall not be used as a haul
route for heavy truck traffic. No trucks having a gross weight
of ten (10) tons or over shall be allowed to travel on any
portion of Hill Street, except for emergency vehicles.
Section 2. The Chief of Police may, by special permit,
authorize trucks to use Hill Street for specific reasons, based
on identified and documented need, if he deems necessary for
purposes other than use as a haul route or as provided in RCW
46.44.080.
Section 3. The Department of Public Works shall obtain
the written approval of the State Department of Transportation
for the weight limit imposed by this Ordinance and upon obtaining

said approval shall erect and maintain signs designating the
provisions of this Ordinance on Hill Street.
Section 4. Violations of this Ordinance shall be
enforced and penalized as traffic infractions in accordance with
the provisions of Chapter 46.44 RCW.
Section 5. This Ordinance shall take effect as
provided by law.
