ORDINANCE NO. 2390
AN ORDINANCE of the City of Port Angeles
amending Article IX, Section 16, of
Ordinance No. 1709, dealing with storage
of merchandise in yards.
WHEREAS, the necessary public hearings have been held;
and
WHEREAS, the requirements of Chapter 43.21C RCW have
been met; and
WHEREAS, the amendment is an improvement in the City's
development review and permitting process; and
WHEREAS, the amendment recognizes the special
characteristics of certain uses; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES
ORDAIN as follows:
Section 1. Article IX, Section 16, Ordinance No. 1709,
is hereby amended to read as follows:
Article IX
Section 16, STORAGE OF MERCHANDISE, VEHICLES IN YARDS
AND RIGHTS OF WAY. In residential and commercial districts, the
storage of merchandise, appliances or vehicles in front or side
yards shall be prohibited; provided, however, that car dealships,
boat sales, lumber yards, nurseries, and car rental services
shall be exempt from this requirement.
Section 2. This Ordinance shall take effect as
provided by law.

RE: Zoning Code Amendment - Signs in Light Industrial District

ISSUE: Consideration of an amendment to the Light Industrial
District Chapter of the Zoning Code to permit business, detached,
directional, and informational signs and establishing standards
therefor.
BACKGROUND: Wednesday, April 23rd, the Planning Commission
unanimously recommended the Light Industrial District Chapter of
the Zoning Code be amended to establish new regulations for
signs. The existing Chapter allows one sign per site, 35 feet in
height, not to exceed 300 square feet. The existing sign
requirement had been continued unchanged from the original M -1
Industrial Park District. However, at the request of the Port
Authority, the Planning Commission reviewed the sign requirements
in the Light Industrial District. Following their investigation
and with input from the Port, the Planning Commission recommended
a signage section that permits a wall sign, a detached
business sign, public and private directional signs; establishes
maximum sizes, prohibits intermittent or flashing lighted signs,
and provides a method for calculating sign area. The Commission
gave as reasons for its recommendation that the new sign code
requirements were compatible with Comprehensive Plan Industrial
Policy No. 3 and would provide for unified industrial signs in
compliance with Urban Design Policy No. 3 of the Comprehensive
Plan. The reasons have been incorporated in the preamble of the
Ordinance.
ACTION: Following the public hearing, the Council could enter-
tain a motion to adopt the attached Ordinance. Staff will be
available to respond to questions.
