AN ORDINANCE of the City Council of the
City of Port Angeles, increasing the
membership of the Parks, Recreation
and Beautification Commission, amend-
ing Chapter 2.32 of the Port Angeles
Municipal Code, and repealing Sections
1 and 2 of Ordinance No. 1926 and
Section 1 of Ordinance No. 2384.
The City Council of the Cityof Port Angeles does ordain
as follows:
Section 1:
PAMC 2.32.010 is hereby amended to read as follows:
2.32.010 Created. There is hereby created a Parks,
Recreation, and Beautification Commission, which shall consist
of nine members.
Section 2:
2.32.020 Membership.
A. Procedures
1. Seven members of the Parks, Recreation and Beautifi-
cation Commission shall be appointed by the City Council in
accordance with the criteria set forth in PAMC 2.32.020 B.
2. Two members of the Parks, Recreation and Beauti-
fication Commission shall be appointed by majority vote of the
seven members appointed by the City Council. These two members
shall be Port Angeles High School students and residents of
Port Angeles.
3. Members may be removed from office for reasons
deemed appropriate by the appointing authority, including but
not limited to malfeasance in office or neglect of duties.
B. Criteria.
Criteria used in selecting members shall include but not
be limited to the following:
1. Members shall be residents of the City.
2. Members shall have displayed an interest in the
work of the Commission.
3. Members shall be selected in accordance with the
Equal Opportunity guidelines.
4. The Commission shall represent a broad spectrum of
the community.
5. Members shall be appointed without regard to
political affiliation.
6. Members shall not be City employees or members of
the City Council.
C. Terms.
1. A full term of office shall be four (4) years ex-
cept that the term for the High School student
members shall be one school year.
2. The term of office shall start on March 1st of the
year in which the appointment is made, provided that
appointments to an unexpired term shall start as
designated in the appointment, and provided further
that appointments to the High School student posi-
tions shall start on October 1st of the year in
which the appointment is made and shall terminate
on June 15th the following year.
3. Members of the Commission may be appointed to
succeed themselves.
4. Appointments to fill an unexpired term shall be
only for the remainder of that term, after which a
re- appointment may be made.
5. Existing members shall fulfill the terms they were
appointed to serve.
6. The terms of office for members appointed to un-
expired terms shall be designated in the appointment
and shall be for the maximum length of terms, not
to exceed four (4) years, that result in no more
than two members' terms expiring in the same year.
7. No person shall be allowed to serve on the Recrea-
tion and Parks Commission for more than two consecu-
tive four (4) year terms; provided that this prohi-
bition shall not disqualify any person now serving
on the Recreation and Parks Commission from com-
pleting the term that he or she has been appointed

to serve as of the effective date of this ordinance;
and provided further that no High School member shall
be allowed to serve on the Recreation and Parks Com-
mission for more than two consecutive one (1) year
school year terms.
8. Members shall serve without pay.
Section 3.
Sections 1 and 2 of Ordinance No. 1926 and Section 1 of
Ordinance No. 2384 are hereby repealed.
Section 4 - Severability.
If any provision of this ordinance, or its application to
any person or circumstance is held invalid, the remainder of the
ordinance, or the application of the provision to other persons
or circumstances, is not affected, and to this end the provisions
of this ordinance are declared to be severable.
Section 5 - Effective Date.
This ordinance shall take effect as provided by law.

regular meeting of said Council held on the ai day of

SUBJECT: Consideration of Adding Students to the Parks,
Recreation and Beautification Commission
ISSUE: Should the City Council amend the ordinance governing the Parks,
Recreation and Beautification Commission to allow two (2) Port Angeles
High School students to be added as voting members of the Park Board,
serving one year terms that run concurrently with the school year?
BACKGROUND /ANALYSIS: It is the Parks, Recreation and Beautification
Commission's desire to amend the existing ordinance governing the Park
Board to allow the appointment of two (2) Port Angeles High School students
to the Board as voting members. Student members' terms are to be one
year terms and are to run concurrently with the school year. The selection
process would be a cooperative effort between the Park Board and the
High School administration. It is anticipated that the following benefits
would be derived from the institution of this program: 1) this concept
would allow students to be somewhat involved in some aspects of City
government; 2) this would allow the Park Board the opportunity to hear
from representatives of the school regarding park needs and interests;
3) with the increased emphasis of teen programming targeted by the Recre-
ation Division, this would allow more insight in to programs which may
be more viable than others; 4) it is a natural tie in with the athletic,
music and horticultural programs of the High School. The athletic and
music users of our major park facilities could have an easily accessible
vehicle for which to communicate with the Parks, Recreation and Beautifica-
tion Commission and with Park personnel. Horticultural students could
have a better opportunity to discuss issues involving Park maintenance,
turf maintenance, or to learn more about seasonal job openings and the
acquisition of same, to enhance their opportunities for possible employment.
RECOMMENDATION: The Park 8 Recreation Department and the Parks, Recre-
ation and Beautification Commission recommend that the City Council amend
the ordinance governing Parks, Recreation and Beautification Commission
to allow the addition of two (2) student members.
