MEMORANDUM
October 16, 1987
TO: Manager Flodstrom, Mayor Whidden and Council Members
FROM: Administrative Services Department
RE: Ordinance Establishing New Funds
ISSUE:
Should the Council adopt the attached ordinance establishing new funds?
BACKGROUND:
State law requires that all new funds of the City be established by
ordinance. At a recent Council meeting it was determined that the
City should establish a "Civic Pride" fund to allow for general or
directed contributions from the public which could be used for purposes
outside the normal functions of the City. The attached ordinance creates
such a fund and leaves the direction of expenditures to the donor or
to the Council in the case of a general donation.
At the same time, we are creating a Sewer Improvement Fund to be used
for accumulating monies and paying expenses associated with Secondary
Treatment and a D.A.R.E. fund for contributions received for the DARE
program.
RECOMMENDATION:
We recommend that Council adopt the attached ordinance establishing
the three new funds of the City.
