RE: Ordinance Authorizing City Officials to Sign Documents
related to City's Weatherization Program
ISSUE
Should the Council adopt the attached ordinance authorizing certain
City officials to sign contracts as necessary for the administration
of the City's residential weatherization program?
BACKGROUND /ANALYSIS
The City Council has made an on -going commitment to residential weatheri-
zation in the City of Port Angeles. As part of that commitment, it
is necessary for the City to sign various documents such as contracts,
loan documents, satisfaction of mortgage, etc. All such documents would
be between the City and contractors or the City and City Light customers.
The attached ordinance authorizes the Director of City Light, Conserva-
tion Manager, Director of Administrative Services, and Financial Services
Manager to sign documents on the City's behalf. Currently the average
City weatherization loan is approximately $1,200.
RECOMMENDATION
We recommend that the Council adopt the attached ordinance.

ORDINANCE NO. 2476
AN ORDINANCE of the City of Port Angeles
authorizing City officials to sign
contracts between the City, contractors,
and /or consumers, and other documents
as necessary for administration of the
City's residential weatherization program.
WHEREAS, the City Council has authorized the City to
enter into long -term conservation contracts with the Bonneville
Power Administration (BPA) for the implementation of residential
weatherization; and
WHEREAS, the City Council has authorized the City to
implement a City- sponsored weatherization loan program; and
WHEREAS, pursuant to these programs, the City will
be executing many contracts and loan documents between the
City, an authorized contractor, and /or a City Light consumer,
and other documents that are necessary for the administration
of these programs; and
WHEREAS, the number of such documents requires City
officials to be authorized to sign such documents on the City's
behalf;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PORT
ANGELES DOES ORDAIN as follows:
Section 1. The City Light Director, the City Light
Conservation Manager, the City Administrative Services Director,
and the City Financial Services Manager are hereby authorized
and directed to sign properly prepared contracts and loan docu-
ments between the City, an authorized contractor, and /or a
City Light consumer, and other documents that are necessary
for the administration of the City's residential weatherization
program.
