RE: Implementation of Compensation Study for Employees Represented
by AFSCME Local #1619
QUESTION: Should the City Council adopt the attached salary ordinance,
thereby implementing the results of the compensation study for
employees represented by AFSCME Local #1619?
BACKGROUND /ANALYSIS: A compensation study was completed in November,
1987, per the terms of the 1985 - 1988 labor contract between the City
of Port Angeles and AFSCME Local #1619. This compensation study has
taken over two years to complete and involved a committee of employees
and management representatives, plus several meetings with the Union to
resolve differences. The study included all the classifications within
the bargaining unit by: (1) ranking the classifications internally; (2)
conducting a benchmark wage /benefit survey using comparable Washington
cities; (3) writing new job descriptions for all the classifications
within the bargaining unit; and (4) reviewing the four -step pay plan.
The study affected 68 positions, representing about 50 separate
classifications, which were reduced to 33 classifications as a result
of the study.
As a result of the compensation study, the City and the Union agreed to
change the present four -step pay plan with 5% between the steps to an
expanded salary schedule of seven steps with approximately 3% between
the steps. This was done to resolve a salary compaction problem where
an employee who was promoted moved from the top step of the lower class
to the top step of the higher classification and was "dead ended"
within the pay structure. Under the new pay structure, an employee who
is promoted, in most instances, will have one or two additional salary
steps to achieve, based upon satisfactory performance evaluations in
the higher classification.
This compensation study has been finalized, including the four items
mentioned above, with the exception of implementing the compensation
portion of the study. The results of the wage survey conducted reveal
that overall, the City's compensation package is very competitive,
placing most classifications' wages at or near the average of the
survey cities' used in comparison (i.e., cities in Washington between
10,000 - 30,000 population). However, there were six classes which
would receive an upward salary adjustment, based upon the survey data
and /or internal alignment through the ranking process, and these are
noted below:

The annualized cost of the salary increase to these classes, calculated
at the top step of the salary schedule, represent approximately
$14,971, including mandatory benefits (Social Security, retirement, and
worker's compensation). However, to minimize the cost impact to the
City of Port Angeles, the affected employees would be moved into the
proposed salary range at a step nearest their present rate of pay
(without a decrease), and this represents a cost to the City for 1988
of $8,230. This cost is considerably less, because the majority of
employees in these classes are not at top step within their new salary
ranges; therefore, future costs of this study will be spread over
subsequent years as merit step increases are awarded.
The remaining employees (60) included in the compensation study did not
receive a salary increase based upon the survey data or internal
alignment, and the cost of the study for these employees only reflects
moving into the new seven -step pay plan from the prior four -step pay
plan. The annualized cost of this action is approximately $7,708 and
affects 60 employees. The combined annual cost of the compensation
study for 1988 is $15,938, or said another way, represents a .81%
increase to the wage /benefit base of the bargaining unit.
The compensation study also revealed that five classifications affect-
ing six full -time and a few part -time positions were overpaid relative
to the survey data or internal alignment ranking process. However,
ground rules with the Union relative to the compensation study were
such that no employee would receive a pay cut as a result of the study.
Therefore, employees in these classifications will be "Y- rated ", which
results in their present salary being frozen, until through subsequent
pay increases, their salary catches up to the new salary range for the
classifications. The classifications having "Y- rated" employees are:
1. Accounting technician;
2. Community Service Coordinator;
3. Drafting Technician;
4. Landfill Scale Attendant;
5. Laborer (part- time).
The agreement between the City and the Union was to implement the
results of the compensation study effective January 1, 1988, subject to
City Council adoption of the salary schedule (see attached). The Union
membership has already ratified the results of the compensation study.
Please note that the results of this compensation study are part of the
1985/88 labor agreement and does not represent any negotiated cost of
living adjustments which may result from the contract negotiations
currently in progress. This item is presented to the City Council
at this time because Local #1619 requested this matter be handled
separately from contract negotiations.
RECOMMENDATION: It is recommended that the City Council adopt the
attached salary schedule for AFSCME Local #1619, effective January 1,
1988.

AN ORDINANCE of the City of Port Angeles
establishing a pay plan for the employees
represented by AFSCME Local #1619
(Schedule A), for the period of January 1,
1988, through December 31, 1988, amending
Ordinance No. 2434, and providing for
the payment thereof.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES
ORDAIN as follows:
Section 1. Effective January 1, 1988, through December
31, 1988, the wages for the classifications and bargaining unit
noted below are hereby adopted as follows:

Section 2. The above wages shall be paid in bi- weekly
installments per accounting procedures established by the City of
Port Angeles, and shall be paid within five (5) working days
after the end of the payroll period, or as soon thereafter, per
procedures established by the City of Port Angeles.
