Labor Contract Between City of Port Angeles and the
International Association of Firefighters, Local #656,
AFL -CIO
ISSUE: Should the City Council approve the labor contract
between the City of Port Angeles and IAFF Local #656?
BACKGROUND /ANALYSIS: The City has reached tentative agreement
with IAFF Local #656 for a three -year labor contract covering the
period of January 1, 1988, through December 31, 1990. The prior
labor contract was for three years, as well, and expired December
31, 1987.
The financial terms of the proposed contract provide for the
following changes:
A. A 2% wage increase effective January 1, 1988, and 1989, with
a Consumer Price Index formula for the 1990 wage increase of
80% of the Seattle C.P.I. (W) Index, Jan. - Jan., with a
minimum of 2% and a maximum of 4 %.
B. Conduct a compensation study in 1988 for implementation of
the results in 1989 and possibly 1990.
C. Establish an Employee Assistance Program with a target date
for implementation of July 1, 1988, subject to an agreed -
upon funding level cost to the City of $2.00 - $2.25 per
month per employee. This represents an annualized cost of
approximately $400 to $460.
D. Premium pay of $75 a month for the employee assigned to Fire
Prevention.
E. A one -time cost of purchasing replacement jackets at
approximately $90 per jacket.
Additionally, there were numerous contractual language changes
made to the labor agreement from the previous contract by
altering the format and updating contact language. The contract
was, for the most part, re- written to be more readable as well as
to clarify ambiguous language.
RECOMMENDATION: It is recommended that the City Council adopt
the attached labor agreement between the City of Port Angeles and
IAFF Local #656 covering the contract period of January 1, 1988,
through December 31, 1990, and adopt the attached salary
ordinance implementing the 2% salary increase effective January
1, 1988, covering the first year of the labor agreement.

AN ORDINANCE of the City of Port Angeles
establishing a pay plan for the employees
represented by IAFF Local #656 for the
period of January 1, 1988, through
December 31, 1988, and providing for the
payment thereof.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES
ORDAIN as follows:
Section 1. Effective January 1, 1988, through
December 31, 1988, the wages for the classifications noted below
are hereby adopted as follows:

Section 2. The above wages shall be paid in bi- weekly
installments per accounting procedures established by the City
of Port Angeles, and shall be paid within five (5) working days
after the end of the payroll period, or as soon thereafter, per
procedures established by the City of Port Angeles.

at a regular meeting of said Council held on the 1st day of
March, 1988.
